A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE LODI
POLICE DEPARTMENT TO PARTICIPATE IN THE CANNABIS TAX FUND
GRANT PROGRAM FUNDED BY THE CALIFORNIA HIGHWAY PATROL;
RATIFYING THE EXECUTION OF THE GRANT DOCUMENTS BY THE CHIEF
OF POLICE ON BEHALF OF THE CITY OF LODI; APPROPRIATING FUNDS;
AND FURTHER APPROVING THE PURCHASE OF A MOTORCYCLE AND
EQUIPMENT FROM LONG BEACH BMW MOTORCYCLES, OF LONG BEACH;
METRO MOBILE COMMUNICATIONS, OF BELMONT; AND APPLIED
CONCEPTS, INC., DBA STALKER RADAR, OF RICHARDSON, TEXAS
WHEREAS, with the passage of Proposition 64, the Control, Regulate, and Tax Adult Use
Marijuana Act (AUMA), in 2016 California voters mandated the State set aside funding for the
California Highway Patrol (CHP) to disperse to local governments and qualified nonprofit
organizations for the education, prevention, and enforcement of impaired driving laws pursuant
to Revenue and Taxation Code Section 34019; and
WHEREAS, the Lodi Police Department requested grant funding to provide standardized
field sobriety testing (SFST), drug recognition expert (DRE), and advanced roadside impaired
driving enforcement (ARIDE) training to the remaining officers that have not yet attended and
funding for a motorcycle for DUI and traffic enforcement; and
WHEREAS, the City of Lodi and CHP will enter into an agreement and the Lodi Police
Department will receive $123,690 in grant funding to send officers to SFST, DRE, and ARIDE
training at no cost to the City and funding to purchase a motorcycle for DUI and traffic
enforcement.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the Lodi Police Department to participate the Cannabis Tax Fund Grant Program funded by the
California Highway Patrol; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby ratify the Chief of
Police's execution of the grant documents on behalf of the City of Lodi; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby approve the
purchase of a R1250 BMW motorcycle from Long Beach BMW Motorcycles, of Long Beach,
California, a contract vendor with the California Highway Patrol, in the amount of $34,898.37;
wireless communication kit sold by Metro Mobile Communications, of Belmont, California, in the
amount of $2,105.71; and a LIDAR unit from Applied Concepts, Inc., dba Stalker Radar, of
Richardson, Texas, in the amount of $3,803.09; and
BE IT FURTHER RESOLVED that funds in the amount of $123,690 be appropriated in
Fiscal Year 2021/22 for the grant and purchases as follows:
