HomeMy WebLinkAboutResolutions - No. 2021-183RESOLUTION NO. 2021-183 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXTEND TEMPORARILY -MODIFIED CUSTOMER ASSISTANCE & RELIEF ENERGY (CARE) PACKAGE PROGRAM TERM TO SEPTEMBER 30, 2021 AND TO EXECUTE THIRD AMENDMENTS TO TERM OF THE PROFESSIONAL SERVICES AGREEMENTS WITH EFFICIENCY SERVICES GROUP, LLC, THE SALVATION ARMY, AND COMMUNITY PARTNERSHIP FOR FAMILIES OF SAN JOAQUIN TO SEPTEMBER 30,2021; AND FURTHER AUTHORIZE FISCAL YEAR 2021 APPROPRIATIONS AND EXPENDITURES TO CARRY OVER INTO FISCAL YEAR 2022 WHEREAS, by Resolution No. 2020-121, the Lodi City Council temporarily modified eligibility requirements to make additional emergency electric payment assistance available to Lodi Electric Utility (LEU) customers to August 31, 2020, during COVID-19 mitigation; and WHEREAS, by Resolution No. 2020-184, participation in the temporarily -modified program was extended to June 30, 2021; and WHEREAS, the City of Lodi, located within San Joaquin County, is continuing its efforts to protect, promote, and improve the health and well-being of its citizens and has identified the extension of the CARE Program as a necessary component of this effort; and WHEREAS, staff recommends extending the temporarily -modified CARE Program until September 30, 2021; and WHEREAS, the CARE assistance authorized to be applied to outstanding utility bills will only be applied to the electric portion of the utility bill; and WHEREAS, sufficient funding in the amount of $351,000 was authorized by Resolution No. 2020-184 to extend the temporarily -modified CARE Program, including third party administrative costs and will roll and be available in Fiscal Year 2021/2022 for said extension. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to extend the temporarily -modified Customer Assistance & Relief Energy (CARE) Package Program term to September 30, 2021; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute Third Amendments to term of the Professional Services Agreements with Efficiency Services Group, LLC, the Salvation Army, and Community Partnerships for Families of San Joaquin; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the carryover of appropriations from the Public Benefits Fund (50465300.72450 and 50465300.72921) from FY 21 to FY 22; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
