HomeMy WebLinkAboutResolutions - No. 2021-180RESOLUTION NO. 2021-180 A RESOLUTION OF THE LODI CITY COUNCIL FORMALIZING THE APPOINTMENT PROCESS FOR THE MEASURE L CITIZENS' OVERSIGHT COMMITTEE ------------------------------------------------------------------------- ------------------------------------------------------------------------- WHEREAS, on November 6, 2018, the citizens of the City of Lodi adopted a citywide ongoing general retail transactions and use tax through an affirmative vote on a local measure known as Measure L; and WHEREAS, Ordinance No. 1953, adopted by the Lodi City Council (City Council) on July 18, 2018, established a five (5) member Citizens' Oversight Committee (Committee) with the duty and responsibility to review the Measure L annual accountability performance report and report its findings to the City Council and the citizens of the City at a public meeting; and WHEREAS, at the January 15, 2019 Special Meeting of the City Council, the City Council directed that one Committee member from each Council District shall be appointed by the Council Member thereof, with appointment automatic unless a vote by a super -majority (4/5) of the City Council rejects the appointment of a proposed Committee Member; and WHEREAS, at the May 19, 2021 Regular Meeting of the City Council, the City Council decided to formally adopt the Measure L Citizens' Oversight Committee member appointment process established by the City Council on January 15, 2019. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby formally adopt the Measure L Citizens' Oversight Committee member appointment process as follows: 1. The selection of members to the Measure L Citizens' Oversight Committee is hereby established as follows: a. The City shall solicit applications for the Measure L Citizens' Oversight Committee from eligible members of the public (i.e., residents of the City of Lodi who are registered voters) upon expiration of the term of office of any appointed committee member, vacancy, or following the election of a new Council Member; b. Members of the City Council may recommend one eligible applicant to represent their district for appointment to the committee; If there are no eligible applicants from a Council Member's district, the Council Member may recommend an eligible applicant from any of the other districts for appointment; and d. A Council Member's recommended appointee shall be appointed by the City Council to the Committee unless a super -majority (4/5) of the City Council votes to reject the appointment.
