ADAMS, CHIEF OF POLICE RECOMMENDED ACTION: That the City council adopt a resolution authorizing the Lodi Police Department to participate in a Traffic Safety Initiative Grant funded by the Office of Traffic Safety. BACKGROUND INFORMATION: During the last few years the City has noted a significant problem with alcohol and speed related fatal and injury collisions, and those involving pedestrians and bicyclists. For the year 1998, the California Office of Traffic Safety (OTS) and the State Department of Finance developed collision rankings for several categories. All cities were assigned population categories and a statewide ranking. These rankings were based on the Statewide Integrated Traffic Records System (SWITRS) data for non -CHP collisions. The most recent available rankings are for 1998. In examining the OTS rankings for 1998, the City of Lodi, with respect to daily vehicle miles, traveled by population group, is ranked 2nd worst of 84 cities in total fatal and injury collisions. Additionally, the City ranks 2nd worst in alcohol related injury and fatal collisions, 7th worst in speed related injury and fatal collisions, 1St in night time injury and fatal collisions, 13th in hit and run collisions, 9th in pedestrian victims, 3`d in bicycle collisions and 1St in bicyclists 15 years of age and under. OTS rankings are comprised of cities that are similar in size in both population and daily vehicle miles traveled. The City of Lodi falls within the population category of 50,000 —100,000. This represents 84 municipalities. In 1998 the City of Lodi made a total of 535 arrests for DUI which ranked the City 83`d best out of 84 cities of similar size, yet we have a significant problem related to DUI involved fatal and injury collisions. With funding from the Office of Traffic Safety the Police Department will develop and implement a comprehensive traffic safety enforcement program to reduce fatal and injury collisions where the primary collision factor is DUI or speed. The project will also work to reduce pedestrian and bicycle involved fatal injury collisions. To address DUI, the Police Department will deploy two existing officers on overtime Friday and Saturday evenings for DUI enforcement and will conduct 24 DUI checkpoints during the grant. The project will also conduct bicycle and pedestrian education programs in the schools with various educational and hand-out materials, and will conduct speed, bicycle and pedestrian enforcement operations. APPROVED: Duron Flynn -- Authorization for Lodi Police to Participate in a Traffic Safety Initiative Grant November 15, 2000 Page Two With Council approval, a contract will be entered into between the City of Lodi and the State of California Office of Traffic Safety to provide funding for the enhanced enforcement and education. The contract will provide funding in the amount of $279,200. No additional staff positions will be added as a result of this grant. The funding will be used for overtime and educational materials. FUNDING: $279,200 provided to the Lodi Police Department by the Office of Traffic Safety. No City contributions/matching funds will be necessary. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the Lodi Police Department to participate in a Traffic Safety Initiative Grant funded by the Office of Traffic Safety which will provide funding in the amount of $279,200; and BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to execute the Agreement on behalf of the City.
