A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO
EXECUTE AMENDMENT NO. 3 TO THE PROFESSIONAL SERVICES AGREEMENT WITH
MICHAEL BAKER INTERNATIONAL, OF RANCHO CORDOVA, FOR COMMUNITY
DEVELOPMENT BLOCK GRANT ADMINISTRATION/HOUSING PROGRAM SUPPORT
SERVICES AND EXPAND THE SCOPE OF SERVICES TO INCLUDE ADMINISTRATION
OF CORONAVIRUS RELIEF GRANTS AS AWARDED, HOUSING AND HOMELESS
GRANTS AS AWARDED, AMERICAN RESCUE PLAN ACT FEDERAL FUNDS AS
ALLOCATED, STATE AND FEDERAL GRANTS AS APPLIED FOR, AND ANNUAL
HOUSING ELEMENT REPORTING
WHEREAS, the City has an existing contract with Michael Baker International; and
WHEREAS, the City now desires to amend the contract to include administration of Coronavirus
relief grants as awarded, housing and homeless grants as awarded, and annual housing element
reporting; and
WHEREAS, on February 27, 2017, the City entered into a Professional Services Agreement with
Michael Baker International to provide Community Development Block Grant (CDBG) Administration and
Housing Program Support Services, and executed Amendment No. 1 on March 14, 2019, Amendment
No. 2 on October 3, 2019, Extension No. 1 on December 18, 2019, and Extension No. 2 on November 1,
2020; and
WHEREAS, staff has identified an additional scope of service for Michael Baker International to
facilitate the administration of Coronavirus relief grants as awarded, housing and homeless grants as
awarded, American Rescue Plan Act funding as allocated, State and Federal grants as applied for, and
annual housing element reporting, in an amount not to exceed $371,220; and
WHEREAS, staff recommends approving Amendment No. 3 to the Michael Baker Professional
Services Agreement to provide these services in an amount not to exceed $371,220 and total contract
amount not to exceed $594,220.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute Amendment No. 3 to the Professional Services Agreement with Michael Baker
International, of Rancho Cordova, California, for the administration of Coronavirus relief grants as
awarded, housing and homeless grants as awarded, American Rescue Plan Act Federal funds as
allocated, State and Federal funds as applied for, and annual housing element reporting, in an amount
not to exceed $371,220.
