RECOMMENDED ACTION: Accept improvements under contract for Wastewater Main
Rehabilitation Program, Project No, 8.
BACKGROUND INFORMATION- The Wastewater Main Rehabilitation Program is intended to
systematically replace and repair existing wastewater infrastructure
that has reached its useful life. This is the eighth project scheduled
in this program.
In 2016, the City hired a consultant to perform a wastewater pipeline condition assessment. The
assessment included the inspection of the City's larger wastewater pipelines and identified pipe
segments in need of repair due to deteriorating pipe conditions. Staff uses the condition assessment
results to prioritize rehabilitation of wastewater pipelines. Project No. 8 focused on the 24 -inch and 30 -
inch diameter wastewater trunklines within Century Boulevard, from Beckman Road to Church Street, as
shown on Exhibit A.
This project improved the level of service associated with the wastewater system by increasing reliability,
reducing risk of pipeline failures, and decreasing maintenance costs. As with previous phases of the
project, trenchless methods of rehabilitation were used to minimize both surface disruption and costs.
Pictures of the same section of pipe located under Highway 99 are shown in Exhibit B. Images include at
the time of the 2017 assessment study, at the time of pre -lining operations, and lastly after lining
operations.
Project No. 8 included in-place (trenchless) rehabilitation of approximately 5,400 linear feet of 24 -inch and
30 -inch diameter wastewater main (including 100 linear feet of pipeline located under the Union Pacific
Railroad), 800 linear feet of 36 -inch diameter storm drain line, and the rehabilitation of 12 manholes.
The plans and specifications for this project were approved on February 5, 2020. On May 6, 2020, the
contract was awarded, to Insituform Technologies, LLC, of Chesterfield, Missouri, in the amount of
$1,882,322, and the City Manager was authorized to execute change orders in an amount not to exceed
$400,000.
The original contract completion date was December 13, 2020. The final contract completion date
(extended by change order) was March 13, 2021; however, the work was completed on March 1, 2021.
The final construction cost was $2,223,909, due to two change orders and minor changes in final line
item quantities.
Change Order No. 1 included two items of extra work totaling $333,658. The first item included
additional traffic control at the request of the Public Works Director to protect the public and the bypass

force main ($27,447). This was billed on a time and material basis. The second item included the lining
cost only for approximately 3,062 feet of 12 -inch wastewater line on Ham Lane that recently failed
($306,211).
Change Order No. 2 included two items of adjustments reflecting a net change to contract of $40,429.
The first item ($128,730) included necessary repairs, lateral reinstatements and protrusion cuttings
related to the 12 -inch wastewater lining on Ham Lane. The second item of Change Order No. 2
accounted for various credits ($88,301 DEDUCT).
These two change orders ($374,084), in addition to minor changes in final line item quantities ($32,500
DEDUCT), resulted in a final construction cost of $2,223,909.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
Staff recommends accepting improvements under contract for Wastewater Main Rehabilitation Program,
Project No. 8.
FISCAL IMPACT: Completing this project will reduce future maintenance costs and increase
the performance and reliability of the wastewater system.
FUNDING AVAILABLE: This project was funded by Wastewater Capital.
