BACKGROUND INFORMATION: The asphalt materials purchase is needed to carry out preventive street maintenance and repairs. The amount of asphalt requested (approximately 1,600 tons) for Fiscal Year 2021/22 will allow crews to perform localized street repairs, thin overlays, and asphalt patching of large sidewalk offsets. The initial term of the Contract is one year and includes three optional, one-year extensions, for a total of four years, if all extensions are executed. The specifications are on file in the Public Works Department. The planned bid opening date is May 12, 2021. The project estimate is $125,000. Staff recommends approving specifications and authorizing advertisement for bids for 2021-2022 Asphalt Materials; authorizing City Manager to award to lowest responsive bidder in an amount not to exceed $125,000, and execute change orders in an amount not to exceed $20,000. FISCAL IMPACT: Preventive maintenance will extend the useful life of our streets and reduce future street reconstruction costs. This project will not impact the General Fund. FUNDING AVAILABLE Fiscal Year 2021/22 Budget: Measure K (30399000.77020) Remaining funds will be budgeted in Fiscal Year 2022/23. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to award the contract to the lowest responsive bidder for 2021-2022 Asphalt Materials, in an amount not to exceed $125,000 for the one-year term of the contract; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute change orders in an amount not to exceed $20,000; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
