RECOMMENDED ACTION: Approve specifications and authorize advertisement for bids for 2021-
2023 Landscape Maintenance of Miscellaneous Areas and Lodi
Consolidated Landscape District No. 2003-1; adopt resolution
authorizing City Manager to award Contract to lowest responsive bidder in an amount not to exceed
$850,000, and execute change orders in an amount not to exceed $80,000.
BACKGROUND INFORMATION: This project provides for the continued maintenance of landscaped
areas in the public right-of-way, public buildings, parking lots, White
Slough Water Pollution Control Facility, various assessment Zones,
and Rose Gate Park. There are approximately 300 sites totaling approximately 55 acres in area.
In general, all locations include quarterly shrub pruning. The groups will be awarded together as one
contract.
Group A — Turf, Shrub and/or Tree Areas: Biweekly (Weekly, April through September)
Group B — Shrub and/or Tree Areas: Once per Month
Group C — Sidewalk and Tree Wells Areas: Once per Month
Group D — Sidewalk/Concrete Only (weed control and debris cleanup): Once per Month
Group E — Assessment District Areas: Weekly
Group F — Downtown School Street Areas: Biweekly
Group G — Park Areas: Biweekly (Weekly, Late February through November)
The two-year contract consists of seven separate maintenance types with varying ranges of service
frequencies as listed above during Fiscal Years 2021/22 and 2022/23. Provisions in the specifications
include two, one-year extensions, for a total of four years, if all extensions are executed.
The specifications are on file in the Public Works Department. The planned bid opening date is
May 12, 2021. The project estimate is $425,000 annually.
Staff recommends approving specifications and authorize advertisement for bids for 2021-2023

FISCAL IMPACT: Staff anticipates an increase in bid prices associated with State minimum
wage increases.
FUNDING AVAILABLE. Funding for this project comes from a combination of the Fiscal Year
2021/22 and 2022/23 Operating Budgets and the Assessment Districts as
follows:

RESOLUTION NO. 2021-96
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO AWARD THE CONTRACT TO THE LOWEST
RESPONSIVE BIDDER FOR THE 2021-2023 LANDSCAPE
MAINTENANCE OF MISCELLANEOUS AREAS AND
LODI CONSOLIDATED LANDSCAPE MAINTENANCE ASSESSMENT
DISTRICT NO. 2003-1; AND FURTHER EXECUTE CHANGE ORDERS
WHEREAS, this project provides for the continued maintenance of landscaped areas in
the public right-of-way, public buildings, parking lots, White Slough Water Pollution Control
Facility, various Assessment District Zones, and Rose Gate Park; and
WHEREAS, staff recommends authorizing the City Manager to award the contract to the
lowest responsive bidder, in an amount not to exceed $850,000; and
WHEREAS, staff also recommends authorizing the City Manager to execute change
orders in an amount not to exceed $80,000.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to award the contract to the lowest responsive bidder for the
2021-2023 Landscape Maintenance of Miscellaneous Areas and Lodi Consolidated Landscape
Maintenance Assessment District No. 2003-1, in an amount not to exceed $850,000 over the
two-year term of the contract; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute change orders in an amount not to exceed $80,000; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
