RECOMMENDED ACTION: Adopt resolution authorizing City Manager to waive bid process and
purchase submersible pump assembly from Shape, Inc., of Pleasanton,
for Sacramento Industrial Sewer Lift Station, in the amount of $25,234,
and appropriating funds in the amount of $25,234.
BACKGROUND INFORMATION: The City operates and maintains a total of nine sanitary sewer (wastewater)
lift stations and 16 storm water lift stations. Sanitary sewer lift stations are
located throughout the City and are used to convey untreated domestic and
industrial wastewater to the City's White Slough Pollution Control Facility.
The Sacramento Industrial Sewer Lift Station (Sacramento Industrial), located on Sacramento Street, south of
Tamarack Drive, is predominantly used to convey industrial wastewater from Pacific Coast Producers (PCP).
The Public Works Department is responsible for maintaining continuous operation of all lift stations serving our
customers and minimize the possibility of sanitary sewer overflows. Sacramento Industrial contains a total of
three pumps; two duty pumps (used at high-flow), and one "clean-up" pump (used at low -flow). The cleanup
pump, a 16 -horsepower (HP) Flygt submersible pump, has reached its useful life and needs to be replaced. This
pump has been in service an estimated 40 years. Staff recommends purchasing a new 16HP Flygt submersible
pump based on the age of the existing pump.
Per Lodi Municipal Code Section 3.20.070, bidding shall be dispensed with when the commodity can be
obtained from only one vendor.
Staff recommends authorizing City Manager to waive bid process and purchase submersible pump assembly
from Shape, Inc., of Pleasanton, for Sacramento Industrial Sewer Lift Station, in the amount of $25,234,
and appropriate funds in the amount of $25,234.
FISCAL IMPACT: The pump replacement is necessary to reduce operations and maintenance
costs, minimize sanitary sewer overflows, and provide reliable service. This
project does not impact the General Fund.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO WAIVE THE BID PROCESS AND PURCHASE A
SUBMERSIBLE PUMP ASSEMBLY FROM SHAPE, INC., OF PLEASANTON,
FOR SACRAMENTO INDUSTRIAL SEWER LIFT STATION; AND FURTHER
APPROPRIATING FUNDS

WHEREAS, sanitary sewer lift stations are located throughout the City and are utilized to
convey untreated domestic and industrial wastewater to the White Slough Water Pollution
Control Facility; and
WHEREAS, the Sacramento Industrial Sewer Lift Station, located on Sacramento Street,
is predominantly used to convey industrial wastewater from Pacific Coast Producers; and
WHEREAS, the cleanup pump at this location has reached its useful life and must be
replaced; and
WHEREAS, per Lodi Municipal Code §3.20.070, the bidding process may be dispensed
when the commodity can be obtained from only one vendor, due to need for branded
replacement parts or supplies for equipment of like brand; and
WHEREAS, staff recommends authorizing the City Manager to waive the bid process
and purchase a submersible pump assembly from Shape, Inc., of Pleasanton, in the amount of
$25,234; and
WHEREAS, staff also recommends the appropriation of funds in the amount of $25,234
from the Industrial System Maintenance Fund (53053006.77030).
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to waive the bid process and purchase a submersible pump
assembly from Shape, Inc., of Pleasanton, California, in the amount of $25,234; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize an
appropriation of funds in the amount of $25,234 as set forth above; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
