BACKGROUND INFORMATION: The CDBG program is funded by the U.S. Department of Housing and Urban Development (HUD), The program provides funding for activities that benefit low-income persons, eliminate slum or blight, and/or serve an urgent need. Eligible activities include property acquisition, public improvements, housing rehabilitation, economic development, and public services, The Annual Action Plan presents an annual detailed description of each activity proposed for the CDBG program year, as well as the City's CDBG budget and goals for that year. The 2021-22 Annual Action Plan describes general community development and housing characteristics of the City, as well as the proposed projects and programs that will be funded from July 1, 2021 to June 30, 2022. This will be the second program year of the 2019-23 Consolidated Plan cycle. Funding Allocation The City is estimating that it will receive approximately $659,204 in CDBG funds for the 2021-22 program year. The City Council has a policy of allocating 40 percent of the annual CDBG award (net of administrative costs) to community-based organizations (CBOs), with the remainder going to City projects. There is a 15 percent public service cap on the overall annual allocation. The Draft 2021-22 Annual Action Plan will be available for public review and comment for 30 -days from March 23, 2021 to April 21, 2021 and will be brought back to Council for approval on April 21, 2021, The Annual Action Plan will be brought back to City Council for final approval on May 5, 2021, The adopted Annual Action Plan document will need to be submitted to HUD no later than May 14, 2021 in order to receive funding beginning July 1, 2021, FISCAL IMPACT: Not applicable.
