A. Roll Call by City Clerk
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, April 13, 2021, commencing at 7:04 a.m.
Due to the COVID-19 pandemic and pursuant to Executive Order N-29-20, all Council Members
participated in the meeting via teleconference and the meeting was available for viewing by the
public via livestream at https://www.facebook.com/CityofLodi/ and

opportunity for public comment was available through councilcomments@lodi.gov and

Present: Council Member Hothi, Council Member Khan, Council Member Kuehne, Mayor Pro
Tempore Chandler, and Mayor Nakanishi

B. Topic(s)
B-1 Receive Information on California Department of Transportation District 10 Homeless
Encampment Policies and Practices (PW)
City Engineer, Lyman Chang, introduced Warren Alford, Caltrans Chief of Public & Legislative
Affairs, and Mauricio Serrano, Deputy District Director of Maintenance, who then provided a
PowerPoint presentation regarding the District 10 Task Force on Homelessness, Litter and
Encampments. Specific topics of discussion included people experiencing homelessness near
California's freeways, integrated approach prioritizing safety and relocation, internal Caltrans task
force, engineering solutions to deter future encampments, modification of plans to deter
encampment development, prioritization of encampment removals, Caltrans role in addressing
encampments, prioritization levels, examples of levels, San Joaquin County - Interagency Strike
Team, case study of Stockton Verde, customer service requests, partnerships to address litter
abatement, Caltrans emergency litter abatement, and future partnering opportunities.
Mr. Alford explained how Caltrans approached providing essential services during the onset of
the COVID-19 pandemic using guidance from the CDC, following comments made by Council
Member Kuehne.
Mayor Nakanishi asked about levels 3 and 4, noting that those locations are in the City. Mayor
Nakanishi also asked about the amount of litter being collected and noted associated costs are
increasing for Caltrans in District 10. Mr. Alford stated Caltrans is trying to mitigate the homeless
problem by cleaning up litter and by working with other agencies to provide services for unhoused
individuals and encouraging them to relocate to a more stable housing situation.
Mr. Serrano stated that litter is increasing statewide and Caltrans is providing supplies for people
to clean up the homeless encampments in an effort to address the problem. Mr. Serrano also
spoke about the emergency funding that has been expended on clean-up.
Mayor Nakanishi requested that the Lodi Improvement Committee research the possibility of
developing an Adopt -a -Highway program.
City Manager Schwabauer spoke about the City's negotiations with Ready to Work.
Mr. Alford spoke about several different programs that have been created to motivate unhoused
populations to assist in the clean-up of encampments, in response to a question asked by Council
Member Kuehne.
City Manager Schwabauer discussed how various right-of-ways throughout the City are
maintained by the responsible agencies.
Mr. Alford identified the areas maintained by Caltrans in District 10, in response to a question
asked by Council Member Khan.

D. Adjournment
No action was taken by the City Council. The meeting was adjourned at 7:49 a.m.
