SPECIAL CITY COUNCIL MEETING

A. Roll Call by City Clerk
The Special City Council meeting of March 9, 2021, was called to order by Mayor Nakanishi
at 7:00 a.m.
Due to the COVID-19 pandemic and pursuant to Executive Order N-29-20, all Council Members
participated in the meeting via teleconference and the meeting was available for viewing by the
public via livestream at https://www.facebook.com/CityofLodi/ and
https://zoom.us/j/93455719476?pwd=NDdhcl E4OEZyYWV3d2pDY1 U5SjVZZz09; the
opportunity for public comment was available through councilcomments@lodi.gov and

Present: Council Member Hothi, Council Member Khan, Council Member Kuehne, Mayor Pro
Tempore Chandler, Mayor Nakanishi, City Manager Schwabauer, City Attorney Magdich, and
City Clerk Cusmir

B. Topic(s)
B-1 Request Approval to Provide Operations, Malor Maintenance, and Repair Reserve as Part
of the Harmony Homes Agreement Between the City of Lodi and Housing Authority of San
Joaquin (CD)
City Manager Schwabauer addressed the item regarding the Harmony Homes agreement with
the Housing Authority of San Joaquin County. Specific topics of discussion included Permanent
Local Housing Allocation (PLHA) funding requirements and the Housing Authority's ability to
finance improvements to the property. The Housing Authority is asking that the City place
$50,000 in a reserve for funding of future improvements and maintenance of the property. The
City is also pursuing other options in the event the negotiations with the Housing Authority are
unsuccessful.
Mayor Pro Tempore Chandler made a motion, second by Council Member Kuehne, to provide
operations, major maintenance, and repair reserve as part of the Harmony Homes agreement
between the City of Lodi and Housing Authority of San Joaquin.

Ayes: Council Member Hothi, Council Member Khan, Council Member Kuehne, Mayor Pro
Tempore Chandler, and Mayor Nakanishi
