AGENDA TITLE: Adopt Resolution Approving Recommendation from Parks and Recreation
Commission to Formally Name the New Avalon Subdivision Neighborhood Park
"Bob Johnson Park"

RECOMMENDED ACTION: Adopt resolution approving the recommendation from Parks and
Recreation Commission to formally name the new Avalon
subdivision neighborhood park "Bob Johnson Park."
BACKGROUND INFORMATION: Pursuant to the action taken by the Parks and Recreation
Commission in December 2020, a 45 -day public input process was
conducted by PRCS staff for the naming of a new neighborhood park,
formerly referred to as Gateway North Subdivision — now known as the Avalon Subdivision (an FCB
Homes Development).
On the February 2, 2021, at the Parks and Recreation Commission meeting, the Commission followed
the City's Policy and Procedure Guidelines for the Naming of Parks, Recreation Facilities, and Park
Features. This included the following process under its Policy guidelines, Section III. Procedure;
Subsections C and D:
"C. The Parks and Recreation Director shall receive these written suggestions and
refer a master list of proposed names to the Parks and Recreation Commission
following a determined deadline for submissions."
"D. The Parks and Recreation Commission shall review the proposed names and the
recommendations of the Parks and Recreation Director. All other factors being equal,
priority shall be given to private citizens. The Parks and Recreation Commission shall
then recommend the name(s) deemed the most appropriate and forward its
recommendation(s) to the City Council for final consideration and/or approval and
adoption of an appropriate resolution."
The Commission reviewed and discussed the Master List of nineteen (19) public nominations. The list
includes the following information by column: A) Nominated By, B) Proposed Name, C) # of
Nominations, and D) Justification/Background. In addition, staff also provided to the Commission a
summary history of how Lodi Parks were named. Both documents are attachments to this report.
By majority vote, the Parks and Recreation Commission is recommending to Council that the new park
be named after Bob Johnson, who received the most number of nominations, three (3).

PARK DESCRIPTION:
The FCB/Avalon subdivision includes a 1.96 acre high -ground park
property with the following amenities: playground, picnic shelter, park
sign, turf, trees, flower beds, irrigation, irrigation booster pump, interior
concrete walkways, park perimeter concrete walkways, drinking
fountain, park benches, picnic tables, barbecue, trash receptacles,
bike rack, interior park lighting, stone veneer masonry work, utility
enclosure, and underground utilities.

Should City Council approve this action/resolution, PRCS will work with the developer to fabricate and
install the new park sign, as well as coordinate a public ribbon cutting ceremony (Spring 2021) with
former Councilmember Johnson's family.

*Wilhelm "Columbus" Hieb was instrumental in getting many of Lodi's early North and South Dakota farmers to
emigrate to Lodi and provided support after they arrived- *Mr. Wilhelm "Columbus" Hieb is credited for being the first
German from Russia to settle in Lodi- *Mr. Hieb, Jacob Mettler and Gottlieb Hieb (no relation) came to Lodi from
South Dakota to see the country and find a good place to locate- *Mr. Hieb went back to South Dakota and returned

them find farmland on the east side of Lodi- *While new residents homes were being built, Mr. Hieb allowed them to
stay at his ranch where they were fed and housed- *When the new residents moved into their new home, Mr. Hieb
would invite another family to continue the process- *Mr. Hieb was the first to establish a commerical winery

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE
RECOMMENDATION FROM THE PARKS AND RECREATION COMMISSION
TO FORMALLY NAME THE NEW AVALON SUBDIVISION NEIGHBORHOOD
PARK "BOB JOHNSON PARK"
WHEREAS, pursuant to the action taken by the Parks and Recreation Commission in
December 2020, a 45 -day public input process was conducted by PRCS staff for the naming of a
new neighborhood park in the Avalon Subdivision; and
WHEREAS, on February 2, 2021, the Parks and Recreation Commission reviewed the
master list of public nominations; and
WHEREAS, by majority vote, the Parks and Recreation Commission recommended to
Council that the new park be named after Bob Johnson, who received the most nominations; and
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the formal naming of the neighborhood park in Avalon Subdivision after Bob Johnson; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.

Pursuant to the action taken by the Commission in December 2020, which was to review the list of all
nominees submitted for consideration, a 45 -day public input process was conducted by PRCS staff for the
naming of a new neighborhood park, formerly referred to as Gateway North Subdivision -now known as the
Avalon Subdivision. There were over 20 nominations submitted by the public for review.
After review of the nominations, the Parks and Recreation Commission voted c
February 2, 2021 to recommend that Bob Johnson's name be submitted to the
Council for final approval and adoption.
