AGENDA TITLE: Adopt a Resolution Authorizing the City Manager to Approve the
Community Development Department to Apply for Future Grant
Opportunities in Relation to Affordable Housing, Persons Experiencing
Homelessness, Emergency Shelter, and Emergency COVID-19 Relief

RECOMMENDED ACTION: Adopt a resolution authorizing the City Manager to approve
the Community Development Department to apply for future
grant opportunities in relation to affordable housing, persons
experiencing homelessness, Emergency Shelter, and
emergency COVID-19 relief.
BACKGROUND INFORMATION: In the last several years, the City has seen an
unprecedented release of funding for grant opportunities at
the Federal, State, and local level especially in relation to
affordable housing, emergency COVID-19 relief, emergency sheltering, or persons experiencing
homelessness. The Community Development Department has applied for many of these grant
resources such as, the Homeless Emergency Aid Program, Local Early Action Planning ("LEAP")
grant, and Permanent Local Housing Allocation ("PLHA") grant.
The Community Development Department anticipates applying for several future grant
opportunities including, but not limited to:
• Emergency Solutions Grant for Coronavirus Aid ("ESG-CV") Round Two which provides
funding for local governments to provide temporary emergency shelters to prevent,
prepare for, and respond to the coronavirus.
• Homeless, Housing Assistance, and Prevention Program ("HHAP") Round Two program
requires grantees to expend funds on evidence -based solutions that address and prevent
homelessness among eligible populations. This can include, but is not limited to rental
assistance, rapid rehousing, outreach, housing subsidies, diversion services, and new
navigation centers and emergency shelters based on demonstrated need.
However, due to the brief application period for many of these grant opportunities and the critical
nature of the grants related to the COVID-19 pandemic, the schedule of City Council meetings
does not often allow for review and approval of the grant application prior to the submittal deadline.
Staff is now requesting that the City Council authorize the City Manager to allow the Community
Development Department to move forward with application submission for grant opportunities in
relation to affordable housing, persons experiencing homelessness, emergency shelter, and

emergency COVID-19 relief. Should any grant funding be awarded to the City, the Community
Development Department will the report back to the City Council for acceptance of the award and
request for appropriations as needed.

RESOLUTION NO. 2021-59
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO APPROVE THE COMMUNITY DEVELOPMENT
DEPARTMENT TO APPLY FOR FUTURE GRANT OPPORTUNITIES IN RELATION
TO AFFORDABLE HOUSING, PERSONS EXPERIENCING HOMELESSNESS,
EMERGENCY SHELTER, AND EMERGENCY COVID-19 RELIEF
WHEREAS, the City of Lodi recognizes the potential for future funding opportunities from
the Federal, State, or local government with a truncated application period; and
WHEREAS, the City of Lodi is an eligible applicant for the future grant opportunities to
which they intend to apply; and
WHEREAS, consistent with prior awarded grant funding, the City of Lodi will be subject
to the terms and conditions of the Guidelines, Notice of Funding Availability (NOFA), and
respective program requirements; and
WHEREAS, if awarded, the City will report back to the City Council for acceptance of the
award and request for appropriations as needed.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does
hereby authorize the City Manager to approve the Community Development Department to
apply for future grant opportunities in relation to affordable housing, persons experiencing
homelessness, emergency shelter, and emergency COVID-19 relief; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
