AGENDA TITLE: Adopt Resolution Authorizing Expenditures for Parking Stall Barrier Rental
($30,000)

RECOMMENDED ACTION: Adopt resolution authorizing expenditures for parking stall barrier
rental, in an amount not to exceed $30,000.
BACKGROUND INFORMATION: On May 29, 2020, Governor Newsom began modifying the
State's stay-at-home order, allowing County's to authorize
businesses to re -open, as long as State guidance is followed.
The social distancing requirements heavily impact restaurant occupancy. Staff met with downtown
merchants to discuss options to increase the viability of operations under the current order, at that
time.
In an effort to assist local restaurants in the City's downtown area with re -opening, while complying
with the State's stay-at-home order, City Council adopted Resolution No. 2020-123 on June 9, 2020.
This resolution approved a temporary downtown public parking stall dining standard plan,
encroachment permit, and authorized expenditures relating, in an amount not to exceed $20,000.
At the time the resolution was adopted, staff anticipated the parking stall barrier rentals would last
through September 30, 2020. The State order allowing outside dining only is still in effect and the City
continues to incur costs for the rental of the parking stall barriers. At this time, the total barrier rental
costs are $25,840.00, exceeding the initial $20,000 authorization. Additional expenditures, if
approved, would increase the authorized amount by $30,000, for a total not -to -exceed amount of
$50,000, for parking stall barrier rentals in the downtown area, through at least June 30, 2021.
Staff recommends authorizing expenditures for parking stall barrier rental, in an amount not to exceed
$30,000.
FISCAL IMPACT: Extended seating within the public right-of-way will to increase
occupancy for restaurants, increase sales for local businesses, and tax
revenue for the City; and assist in economic recovery as the City begins
to reopen amid the COVID-19 pandemic. The estimated cost for the
rental through June 30, 2021, or the termination of the City's emergency
declaration (whichever comes first), is not expected to exceed a total
amount of $50,000.

FUNDING AVAILABLE: Staff is recommending the use of COVID-19 General Fund — Non
Departmental Operating Account to fund the monthly rental of the
parking stall barriers to assist in downtown economic stimulus.

RESOLUTION NO. 2021-57
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
EXPENDITURES FOR PARKING STALL BARRIER RENTAL
WHEREAS, on May 29, 2020, Governor Newsom began modifying the State's stay-at-
home order, allowing counties to authorize businesses to re -open, as long as State guidance is
followed; and
WHEREAS, in an effort to assist local restaurants in the City's downtown area with re-
opening while complying with the State's stay-at-home order, Council adopted Resolution
No. 2020-123 which approved a temporary downtown public parking stall dining standard plan
and encroachment permit and authorized expenditures in an amount not to exceed $20,000;
and
WHEREAS, at the time the resolution was adopted, staff anticipated the parking stall
barrier rentals would last through September 30, 2020; however, at this time, the total barrier

WHEREAS, additional expenditures, if approved, would increase the authorized amount

an amount not to exceed $30,000.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize expenditures for parking stall barrier rental, in an amount not to exceed $30,000; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
