HomeMy WebLinkAboutAgenda Report - March 17, 2021 C-06AGENDA ITEM C40 (0 JQ CITY OF LODI %V COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Authorizing City Manager to Execute Change Orders to 2016-2018 Tree Maintenance Contract with West Coast Arborists, Inc., of Anaheim ($100,000) MEETING DATE: March 17, 2021 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution authorizing City Manager to execute change orders to 2016-2018 Tree Maintenance Contract with West Coast Arborists, Inc., of Anaheim, in an amount not to exceed $100,000. BACKGROUND INFORMATION: The Public Works Department manages an annual on-call contract that provides for structural pruning, maintenance trimming, stump grinding, emergency calls, removal of City trees, pest control, and tree planting at various locations throughout the City. The 2016-2018 Tree Maintenance Contract was awarded to West Coast Arborists, Inc., of Anaheim, on July 20, 2016. The contract included multiple extension options, if beneficial to the City. After execution of the optional extensions, the contract will now expire on June 30, 2021. On October 17, 2018, the Council authorized the City Manager to execute change orders in an amount not to exceed $400,000 per fiscal year (Resolution 2018-189). The authorization was intended to accommodate annual extensions when advantageous to the City. For Fiscal Year 2020/21, the City Manager executed one change order in the amount of $380,000 to accommodate the Public Works annual tree maintenance needs ($300,000) and the Park's Department's initial budget ($80,000). With the 2020/21 mid -year budget, Council allocated an additional $100,000 for the Parks Department's tree maintenance effort. This additional funding was provided in order to perform preventive maintenance, and to address any emergency situations that may arise within City parks, especially within the winter months. In order to utilize these funds, Staff requests Council increase the City Manager's change order authority. Staff recommends authorizing City Manager to execute change orders to 2016-2018 Tree Maintenance Contract with West Coast Arborists, Inc., of Anaheim, in an amount not to exceed $100,000. FISCAL IMPACT: There will not be a cost difference based on this change. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute change orders to the 2016-2018 Tree Maintenance Contract with West Coast Arborists, Inc., of Anaheim, California, in an amount not to exceed $100,000; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
