HomeMy WebLinkAboutAgenda Report - March 17, 2021 C-03AGENDA ITEM C%3 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Authorizing the Purchase of Ammunition from San Diego Equipment Company Inc. of San Diego, CA for Use by the Police Department ($53,388.03) MEETING DATE PREPARED BY: March 17, 2021 Chief of Police RECOMMENDED ACTION: Adopt Resolution authorizing the purchase of ammunition from San Diego Equipment Company Inc. of San Diego, CA for use by the Police Department in the amount of $53,388.03. BACKGROUND INFORMATION: The City of Lodi Police Department budgets approximately $60,000 per year for training and service ammunition. In the past we have processed two to four orders of ammunition per year to keep the Police Department's armory stocked. This fiscal year in order to adhere to purchasing policy and prepare for increasing wait times for ammunition, we requested and the Council approved an annual supply of ammunition on August 511, 2020. Despite the anticipation of the market demand, the wait time for ammunition has proved it to be difficult for the department to keep the required supply of ammunition in stock. During the mid -year budget review process the department requested funding to purchase an additional years' worth of ammunition to keep up with our needs due to these wait times. The department cannot wait for the new fiscal year to get a place in line for ammunition. The increased demand in the market has pushed out ammunition delivery for months. Our annual order was placed in August of 2020 and the department has still not received the order eight months later. This ammunition purchase will meet our needs for the upcoming year concerning training use and if needed in the line of duty. San Diego Police Equipment is the only factory authorized Law Enforcement Distributor in the State of California that sells and distributes large quantities of federal premium law enforcement ammunition meeting the Lodi Police Department needs. Hal Price Sr. Director of Law Enforcement, Government and FoF Sales x RESOLUTION NO. 2021-62 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE PURCHASE OF AMMUNITION FROM SAN DIEGO EQUIPMENT COMPANY, INC., OF SAN DIEGO WHEREAS, the Lodi Police Department budgets approximately $60,000 per year for training and service ammunition; and WHEREAS, in the past, staff has processed two to four orders for ammunition per year to keep the department's armory stocked; in order to adhere to purchasing policy and prepare for increasing wait times for ammunition, staff requested and the Council approved an annual supply of ammunition on August 5, 2020; and WHEREAS, despite the anticipation of the market demand, the wait time for ammunition has proved it to be difficult for the department to keep the required supply in stock; and WHEREAS, during the mid -year budget review process, the Police Department requested funding to purchase an additional years' worth of ammunition to keep up with needs due to these wait times. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the purchase of ammunition from San Diego Equipment Company, Inc., of San Diego, California, for use by the Police Department; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
