A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER
TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH PLACEWORKS, A
CALIFORNIA CONSULTING FIRM, OF SANTA ANA, TO PREPARE AN
ENVIRONMENTAL IMPACT REPORT AND PROVIDE TECHNICAL SERVICES FOR A
SPHERE OF INFLUENCE AND MUNICIPAL SERVICES REVIEW UPDATE
WHEREAS, the City of Lodi Municipal Services Review (MSR) and Sphere of Influence
(SOI) were last updated in 2007 and the Cortese-Knox-Hertzberger Act requires that periodic
updates to the MSR and SOI be completed by local land use agencies; and
WHEREAS, the San Joaquin County Local Agency Formation Commission (LAFCo) has
communicated to the City that no applications for annexation of land to the City may be
considered until the MSR and SOI have been updated; and
WHEREAS, the MSR/SOI update process will require the assistance of a qualified
consultant to complete an environmental review and provide technical services; and
WHEREAS, on December 30, 2020, the City released a Request for Proposals to secure
the required technical services and subsequently identified PlaceWorks, a California consulting
firm, as the best qualified firm to provide such services; and
WHEREAS, recognizing the need to undertake these efforts, the City applied for and
was awarded a Local Early Action Planning (LEAP) grant in the amount of $300,000, a portion
of which will fund the technical services required for the MSR/SOI update; and
WHEREAS, staff has prepared a Professional Services Agreement for environmental
review and technical services with PlaceWorks, a California consulting firm. The cost of the
professional services is identified not to exceed $182,000.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a Professional Services Agreement with PlaceWorks, a
California consulting firm, of Santa Ana, California, to prepare an environmental impact report
and provide technical services for an update of the City's Sphere of Influence and Municipal
Services Review, in an amount not to exceed $182,000; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
