HomeMy WebLinkAboutResolutions - No. 2021-82RESOLUTION NO. 2021-82 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH TRANSDEV SERVICES, INC., OF LOMBARD, ILLINOIS, FOR BEST VALUE OPERATION OF LODI'S GENERAL PUBLIC FIXED ROUTE, AMERICANS WITH DISABILITIES ACT PARATRANSIT, AND DIAL -A -RIDE TRANSIT SERVICES WHEREAS, the City of Lodi operates fixed -route, Americans with Disabilities Act (ADA) Paratransit, and Dial -a -Ride transit services under the name Lodi GrapeLine/VineLine; and WHEREAS, unlike a Public Works construction contract, which must be awarded to the lowest responsible bidder, FTA allows award of a Professional Services contract based on the "Best Value" to the City and allows several other factors to be considered, and not pricing alone, such as technical approach, quality of proposed personnel, past performance, and management plan; and WHEREAS, while Transdev's cost proposal was mid-range compared to other cost proposals, it still received the highest overall average score based on the totality and "Best Value" of the technical evaluation criteria; and WHEREAS, staff recommends authorizing the City Manager to execute a Professional Services Agreement with Transdev, of Lombard, Illinois, for best value operation of Lodi's general public fixed route, ADA paratransit, and Dial -A -Ride transit services, in an amount not to exceed $13,421,824. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby waive the bidding process per Lodi Municipal Code Section 3.20.070; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute a Professional Services Agreement with Transdev, of Lombard, Illinois, for best value operation of Lodi's general public fixed route, ADA paratransit, and Dial -A -Ride transit services, in an amount not to exceed $13,421,824 over the possible five-year term; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
