SHIRTSLEEVE SESSION

An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, March 9, 2021, commencing at 7:10 a.m.
Due to the COVID-19 pandemic and pursuant to Executive Order N-29-20, all Council Members
participated in the meeting via teleconference and the meeting was available for viewing by the
public via livestream at https://www.facebook.com/CityofLodi/ and

opportunity for public comment was available through councilcomments@lodi.gov and

Present: Council Member Hothi, Council Member Khan, Council Member Kuehne, Mayor Pro
Tempore Chandler, and Mayor Nakanishi
Absent: None
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Cusmir
Lodi Police Department Lieutenant Eric VerSteeg provided a PowerPoint presentation on the
Traffic Unit. Specific topics of discussion included collision data, enforcement, correlation of
tickets to reduced collision rates, grant management, collision reconstruction, and educational
events.
Lodi Police Department Sergeant Ryan Holz provided a PowerPoint presentation on the Field
Evidence Technicians, cadets, and Community Liaison Officer program. Specific topics of
discussion included contributions of the cadets, hours donated by the cadets, list of previous
cadets now employed by the Lodi Police Department, Field Evidence Technician (FET) overview,
review of 2019-2020 FET accomplishments, Community Liaison Officer (CLO) background, and
review of CLO accomplishments.
Sergeant Holz responded to questions asked by Mayor Nakanishi about how complaints
regarding garbage clean up are received and routed through the Community Liaison Officer.
Sergeant Holz explained how calls are prioritized and responded to based on the type of call.
Council Member Kuehne asked about the Turner Road exit clean up. Sergeant Holz stated that
Cal Trans had not been prioritizing the area for clean up since the onset of the pandemic,
however they recently re-started clean up efforts in the area.
Council Member Khan asked about monitoring alleys for trash. Sergeant Holz stated that they try
to monitor the City and if the trash is on private property the Community Liaison Officer (CLO) will
work with the property owner on clean up. If the property is City-owned, the CLO works with other
departments on clean up. Sergeant Holz explained the problems are on going in the area

Council Member Kuehne asked if the Lodi Police Department works with other agencies to
address the transient population. Sergeant Holz stated that there are resources available for
officers to access county-wide transient population data. Chief Bruscia spoke about the
Department of Justice reporting requirements.
Chief Bruscia answered questions asked by Mayor Nakanishi regarding addressing mental health
issues while responding to police department calls.

No action was taken by the City Council. The meeting was adjourned at 7:47 a.m.

HOW CADETS HAVE HELPED AT LPD
•Assisted with DUI Checkpoints to tow vehicles
•ABC Grant operations
•Traffic control (Major incidents, major events like Lodi Health walk, Amgen)

•Role players for department or special assignment trainings.

FIELD EVIDENCE TECHNICIAN (FET’S)
REVIEW
FET’S OVERVIEW
•2 Dispatchers and 2 Officers are supervised by Sgt. Ryan Holz.
•Have to attend over a 100 hours of specialized training on the proper way to locate, photograph
and collect evidence prior to being able to operate on their own. They then receive over 50
hours of continuous training per year.
•Work closely with investigators during the case.
•Attend autopsy’s for criminal cases.
•Collect evidence from search warrants on major crimes.
REVIEW OF THE FIELD EVIDENCE
TECHNICIAN’S (FET’S) FOR 2019-2020
•Responded to approximately 20+ crime scenes in 2019 alone. This included two homicides, two
MAIT call outs, and numerous other crimes (shootings, sexual assaults).
•Through November 2020 for this year they have handled 3 homicides, 3 MAIT callouts, and
approximately 11 other crimes requiring FET’s. They also assisted with approximately 6 search
warrants on cases.
•2 FET’s were used to assist DOJ with the Officer Involved Shooting in 2019. This one case alone
required approximately 40 hours total from the two FET’s.
•Were given the department’s Unit Citation Award. This is the first time in the history of our
department this unit has won the award.
REVIEW OF COMMUNITY LIAISON
POSITION FOR 2020
CLO BACKGROUND
•Officer Rock took over in July 2020 for Corporal Schiele
•Officer Costamagna took over for Officer Rock January 2021
•Works with 2 part time retired annuitants
•Helps schedule the Transient Outreach Team to assist him on days or times he is not working.
REVIEW OF CLO’S
ACCOMPLISHMENTS
•11 individuals placed in sobriety facilities
•9 placed into Salvation Army shelter and programs
•Cleaned approximately 24 areas that received multiple complaints with the assistance of city
resources or Take Back Lodi. This included the metal trestle at Lodi/Beckman and alleys behind
Main Street hotels.
•Helped 20 individuals be re-united with family or services in other cities
•16 people who have been referred to Behavioral Health Services or got assistance from them
including placement in housing.
•Over 130 truckloads of garbage gathered.
•Collected 225 shopping carts in 2020
