AGENDA TITLE; Accept Improvements Under Contract for Citywide Bicycle Facilities Detection
Improvement Project

RECOMMENDED ACTION: Accept improvements under contract for Citywide Bicycle Facilities
Detection Improvement Project.
BACKGROUND INFORMATION: This project included installing 13 bike/traffic video detection
systems on existing traffic signals, painting 6,775 linear feet of
green bike stripe, and other incidental and related work.
The contract was awarded to St Francis Electric, LLC, of San Leandro, in the amount of $740,795, on
April 15, 2020. The final cost of the project is $643,494.82. The difference between the original contract
amount and the final contract amount is due to three contract change orders.
Change Order No.1 was to modify the originally proposed green bike lane configurations to green bike
stripes as indicated in the project award staff report with a net saving of $108,975.
Change Order No. 2 ($10,437.61) was to add video detection cameras on Lodi Avenue at Crescent
Avenue to replace the damaged traffic detection loops in Lodi Avenue,
Change Order No. 3 ($1,237.21) was to repair a damaged traffic signal pole at Lower Sacramento Road
and Sunwest Plaza intersection.
All work was completed in substantial conformance with the plans and specifications approved by City
Council. The contract was completed on December 18, 2020 which is later than the expected date of
October 25, 2020. This is due to another City project on Lower Sacramento Road which caused delays
in the final striping operation. The project location map is shown on Exhibit A and photos of the
completed work are shown in Exhibit B.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT: There will be an increase in future maintenance cost to maintain the new
green bicycle striping.
