HomeMy WebLinkAboutAgenda Report - January 6, 2021 C-10AGENDA ITEM C'm 0 CITY OF LODI COUNCIL COMMUNICATION M AGENDA TITLE: Adopt Resolution Ratifying the U.S. Department of Justice 2020 Edward Byrne Memorial Justice Assistance Grant Application, Authorize the Chief of Police to Execute Funding Agreement and Authorize the Purchase of Licensing and Implementation of Integration of Body Camera Video Software and the Public Safety Solution System ($19,000) MEETING DATE: January 6, 2021 PREPARED BY: Chief of Police RECOMMENDED ACTION: Adopt resolution ratifying the U.S. Department of Justice 2020 Edward Byrne Memorial Justice Assistance grant application, authorize the Chief of Police to execute funding agreement, accept grant funds in the amount of $20,410, and approve the purchase of 1) licensing and implementation of integration of body camera video software and the public safety solution system ($19,000) and 2) the balance (1,410) to be determined. BACKGROUND INFORMATION: The Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides funding for states and local governments to support a broad range of activities and equipment to prevent and control crime and improve the criminal justice system. JAG funds are allocated based on a community's population and crime statistics, in combination with a minimum allocation to ensure that each state and county receives an appropriate share. This year, the department received an allocation of $20,410. The department is requesting the approval of grant funding expenditures to procure licensing and implementation costs associated with Evidence.com software integration with the computer automated dispatch system, Zuercher Technologies. On November 6, 2019 council approved the purchase and installation of a new public safety system. This system includes our Computer Aided Dispatch (CAD), Records Management, Field Reporting, and Mobile Computing. On July 17, 2019 council also approved a five year contract with Axon Enterprises for body camera subscription and licensing of their video storage and tracking software, Evidence.com, As we are in the process of implementing the Zuercher system it was learned that we can integrate the Zuercher public safety program with Evidence.com. Integrating these two programs will save our officers time and ensure their body camera videos are labeled and searchable immediately, Currently, officers have to log into Evidence.com at the end of every shift or after each call and categorize each video with a case or event number, type of call, and a disposition label. This is a time consuming process that delays officers going back in service or staying over after their shifts. This process will be automated with the integration of the programs. Videos will be automatically attached to calls that officers are responding to; which are already assigned event numbers and labeled through the dispatch process. This integration will prepare us for the future changes and it will avert any extra administrative work on our officers. The additional $1,410 JAG funds will be spent within the grant period and the department will follow purchasing policy to expend funds. FISCAL IMPACT: There is no additional fiscal impact. FUNDING AVAILABLE: $25,000 is included in the 2020/21 Annual Budget — 21699000.72306 AndrewKeys for Andrew Keys Deputy City Manager/Internal Services Director S.1=1i✓-- Sierra Brucia Chief of Police Signature: Q � Xe"p, Email: akeys@lodi.gov RESOLUTION NO. 2021-07 A RESOLUTION OF THE LODI CITY COUNCIL RATIFYING THE U.S. DEPARTMENT OF JUSTICE 2020 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT APPLICATION; AUTHORIZING THE CHIEF OF POLICE TO EXECUTE FUNDING AGREEMENT; ACCEPTING GRANT FUNDS; AND FURTHER AUTHORIZING THE PURCHASE OF LICENSING AND IMPLEMENTATION OF INTEGRATION OF BODY CAMERA VIDEO SOFTWARE AND THE PUBLIC SAFETY SOLUTION SYSTEM WHEREAS, the Lodi Police Department was allocated funding from the Department of Justice, Office of Justice Programs, Bureau of Justice Assistance in the amount of $20,410; and WHEREAS, the department is requesting the approval of grant funding expenditures to procure licensing and implementation costs associated with Evidence.com software integration with the computer automated dispatch system, Zuercher Technologies; and WHEREAS, integrating these two programs will save our officers time and make their body camera videos labeled and searchable immediately; and WHEREAS, the additional $1,410 JAG funds will be spent within the grant period and the department will follow purchasing policy to expend funds. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby ratify the U.S. Department of Justice 2019 Edward Byrne Memorial Justice Assistance Grant application to procure licensing and implementation of integration of body camera video software and the public safety solution system; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby accept the grant funds in the amount of $20,410 and authorize the Chief of Police to execute the funding agreement and any necessary forms with the Department of Justice for the acceptance of this grant, following award of the grant; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the purchase of licensing and implementation of integration of body camera video software and the Public Safety Solution System, in the amount of $19,000.
