and Authorizing the Transfer and Appropriation of Funds ($23,500)

ACTION: Adopt resolution awarding the Personal Protective Equipment
(PPE) Turnout Purchase to Allstar Fire Equipment Inc. and
authorizing the transfer and appropriation of funds ($23,500)
BACKGROUND INFORMATION: Firefighter safety requires that structural firefighting turnout gear
meet the NFPA 1851 standard. Turnouts are the fire fighters first line of protection from extreme
temperatures, poisonous/toxic gases and injury. The goal is to protect crews from extreme heat and by-
products of combustion while providing gear that is user friendly, maneuverable and not restrictive to the
myriad of responsibilities of the job. The life expectancy of turnouts is five years as long as the gear is
able to pass the required annual testing process of NFPA 1971, which is designed to test the integrity of
the equipment and ensure that it is providing appropriate levels of protection as it was designed to do.
The enemies of the gear are age, ultraviolet light, wet or moist gear, extreme temperatures, abrasive
environments, hydrocarbon vapors and normal wear and tear. These are all environments commonly
encountered In the fire service. Safety is the top priority for our personnel, maintaining a replacement
turnout program is an integral part of the Lodi Fire Departments goal of fire flghter safety.
Nine sets of turnouts have been budgeted for fiscal year 2021 in the Emergency Operations fund (Fund 100)
and staff recommends awarding the purchase to Allstar Fire Equipment Inc„ the low bidder. Due to COVID-
19 the lead time on turnouts has increased to between five and six months. To ensure payment for the
turnouts from the current fiscal year funding, staff recommends transferring the turnout budget in the
amount of $23,500 from Emergency Operations into the equipment replacement fund so the encumbered
funds can roll into the following fiscal year if the turnouts are not received within fiscal year 2021.
FISCAL IMPACT: No net fiscal impact as this item is included in the FY 21 Budget. Staff is requesting to
transfer funds in the amount of $23,500 from Emergency Operations (Fund 100) to Equipment Replacement
(Fund 641) to facilitate the purchase.

RESOLUTION NO. 2021-01
A RESOLUTION OF THE LODI CITY COUNCIL AWARDING PERSONAL
PROTECTIVE EQUIPMENT TURNOUT PURCHASE TO ALLSTAR FIRE
EQUIPMENT, INC.; AUTHORIZING THE TRANSFER OF FUNDS; AND
FURTHER APPROPRIATING FUNDS
WHEREAS, firefighter safety requires that structural firefighting turnout gear meet the

WHEREAS, the life expectancy of turnouts is five years as long as the gear is able to

Emergency Operations (10041000.76220) to the equipment replacement fund
(64102000.50001) and appropriating $23,500 (6410200.77030) so the encumbered funds
can roll into the following fiscal year if the turnouts are not received within Fiscal Year 2021.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby award the
PPE turnout purchase to Allstar Fire Equipment, Inc., in the amount of $23,500; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
transfer and appropriation of funds in the amount of $23,500 as indicated above; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
