Reconstruction Project, Tokay Street to Lockeford Street

RECOMMENDED ACTION: That the City Council authorize the Public Works staff to prepare plans and
specifications for the Stockton Street Reconstruction Project, Tokay Street to
Lockeford Street.
BACKGROUND INFORMATION: The portion of Stockton Street from Tokay Street to Lockeford Street
has been planned for reconstruction for some time. Stockton Street
is one of few north/south collector streets that connect Harney Lane
to Lockeford Street. Along its length, land uses range from
commercial to industrial intermixed with single-family residential. Currently, in the project area,
Stockton Street carries approximately 6,000 cars per day. The future traffic volume for 2020 is forecast
at 9,300 vehicles per day. A two-lane street is suitable to serve the current and future demands.
However, old master plans called for the street to be widened to four lanes. Thus, we are requesting
Council approval of the proposed design.
As one of the older streets in town, Stockton Street has experienced, over time, a number of small- and
large-scale improvements resulting in the current condition of varied widths and sidewalk locations. The
stretch between Lodi Avenue and Lockeford Street is a good example of such varied conditions.
In conjunction with the street project, it is recommended that existing wastewater, water and much of the
storm drainage pipes be replaced. These facilities are old (many more than 50 years) and undersized.
The new wastewater and water pipes will be upsized and will become the catalyst improvements to
upgrading the level of service for the Eastside.
With the longevity of Stockton Street has come a large number of mature street trees that guide the
direction of design. For this project, preservation of existing trees and filling street tree gaps is a design
objective. Similarly, the parkway strips are an element of the existing streetscape that is to be
preserved, restored, and enhanced through landscaping and street lighting. There may be a need to
remove some trees and that will be determined during the design phase.
Two distinct surface feature designs for Stockton Street are recommended to serve the traffic demands
and meet the neighborhood design objectives; the first for the blocks between Tokay Street and
Lodi Avenue, and the second between Lodi Avenue and Lockeford Street. Exhibits A and B, attached,
present these designs in cross-section form.

Between Tokay Street and Lodi Avenue, Stockton Street would be reconstructed in its existing location.
As necessary to accommodate existing mature trees, curb lines and sidewalks would bow around tree
trunks. New curb, gutter, sidewalk, streetlights, and road surface would be constructed along the entire
length.
Between Lodi Avenue and Lockeford Street, existing curb and gutter will be removed and a constant
50 -foot wide roadway and substantially wider parkway would be constructed within the existing right of
way. Existing street trees would be preserved and new trees planted to fill in gaps. Streetlights will be
the typical concrete standard and globe luminaire. Lighting levels will be substantially improved over the
present.
Stockton Street should remain as a designated 80 -foot right of way. Therefore, as development occurs
along the project's limits, additional right of way dedication shall be required where the full 80 feet does
not exist.
Anticipating overhead utilities will be placed underground in the future, it is recommended that telephone
and electrical conduits be constructed at this time. Undergrounding these utilities now would cost
$500,000 and the project would be delayed by at least one year, pending formation of an underground
district.
A public meeting was held November 4, 2000, in connection with an Eastside Improvement Committee
meeting. At that meeting, staff presented alternatives, including the recommended project and another
that would construct a landscape median between Lodi Avenue and Lockeford Street. The
recommended project received consensus approval from the group that assembled.
FUNDING: The estimated construction cost for the recommended project is $2,045,000. The funding
is comprised of State Transportation Improvement Projects (STIP), Eastside Improvement
(Wastewater and Water), Electric Utility, and Measure K maintenance funds. City Council
approval of plans and specifications will be requested in March 2001 and construction is
expected to begin in June 2001. A request for appropriation of funds will be made at contract award.
