HomeMy WebLinkAboutResolutions - No. 2021-53RESOLUTION NO. 2021-53 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE ANNUAL EXTENSION OF ENTERPRISE ADVANTAGE PROGRAM (EEAP) AGREEMENT WITH ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. (ESRI), OF REDLANDS, FOR GEOGRAPHIC INFORMATION SYSTEM (GIS) INTEGRATION SERVICES; AND AUTHORIZING THE ELECTRIC UTILITY DIRECTOR TO PURCHASE ADDITIONAL SUPPORT SERVICE CREDITS, IF NEEDED, TO CONTINUE ADVANCING LODI ELECTRIC UTILITY'S GIS ADOPTION AND INTEGRATION EFFORTS WHEREAS, Lodi Electric Utility (LEU) is continuing to modernize various workflows and to organize more records and data electronically; seeking better efficiencies, tracking, reporting, analysis, and decision making capabilities; and WHEREAS, the City currently licenses ESRI's GIS software, with various departments at different points in their system build -outs; and WHEREAS, LEU is currently undergoing efforts toward launching its GIS implementation; however, extension of outside services are needed to provide the technical skillset and resources to guide and accelerate LEU's efforts; and WHEREAS, the proposed EEAP extension with ESRI provides for various additional technical services, including consulting, training, and support; and WHEREAS, the deliverables will include continuous efforts to utilize existing databases and maps to build out the electrical system, create and improve upon data structures and feature classes, as well as begin third -party software integration within the ESRI platform, including but not limited to Tyler Munis, Milsoft, and more; and WHEREAS, while the implementation of ESRI GIS has started, the EEAP requires annual extensions based on necessary work performed and still needed, until such services are no longer required; and WHEREAS, the terms and conditions currently in place under the City's existing Small Enterprise Agreement with ESRI, dated January 1, 2020, approved by Resolution No. 2019- 245, would govern this EEAP extension; and WHEREAS, LEU is currently utilizing ESRI services under the EEAP, yielding ESRI familiarity with LEU's efforts to date; and LEU believes that ESRI has the best combination of expertise and qualifications to continue providing these needed technical consulting services; and WHEREAS, per Lodi Municipal Code, Section 3.20.075, computer consulting services are exempt from public bidding and advertising requirements. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute an annual extension of the Enterprise Advantage Program (EEAP) Agreement with Environmental Systems Research Institute, Inc. (ESRI), of Redlands, California, for Geographic Information System (GIS) Integration Services in an amount not to exceed $95,400; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the Electric Utility Director to purchase additional support service credits in an amount not to exceed $60,000, if needed, to continue advancing LEU's GIS adoption and integration efforts; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
