Set Public hearing for January 6, 2021 to consider adopting a resolution approving Amendment No. 1 to the Permanent Local Housing Allocation (PLHA) Program. BACKGROUND INFORMATION: A public hearing is required as part of the requirements under the California Department of Housing and Community Development (HCD) Permanent Local Housing Allocation (PLHA) Program if the reallocation of funds to a different eligible activity exceeds ten (10) percent. In 2017 Governor Jerry Brown signed a package of housing bills aimed at addressing California's housing shortage and high housing costs. This legislation package included Senate Bill (SB) 2, the Building Homes and Jobs Act, which established a $75 recording fee on real estate documents to increase the supply of affordable homes in California and to address other urgent housing issues. Under SB 2 the revenue from these recording fees is deposited into the established Building Homes and Jobs Trust Fund. Beginning in 2019 seventy (70) percent of the monies collected and deposited into this fund are allocated to the Permanent Local Housing Allocation (PLHA) program to support locally administered affordable housing. As required by HCD, staff prepared a PLHA plan that outlined the anticipated project costs and schedule over the five-year period. The original plan submission designated support for predevelopment of a permanent homeless shelter in Lodi. The requested amendment would allow the first-year allocation, to be redirected towards the support of the construction and development of the Harmony Homes Project which location was approved on December 2, 2020 by City Council. The City's Harmony Home project will create four units of permanent housing for homeless individuals and families or those at risk of homelessness. This supportive housing will help at -risk individuals/families move into long-term, affordable housing where they can continue their progress toward stable and independent living. FUNDING ALLOCATION: On October 23, 2020, the City of Lodi received a first-year award amount of $336,265 in PLHA funds of the estimated $2,017,590 available over the five-year plan period. December 22, 2020 Page 2 of 2 NEXT STEPS: Public Hearing and recommendation to adopt a resolution approving the amended PLHA plan on January 6, 2021. If approved, staff will submit the Amendment to HCD after the January 6, 2021 public hearing. FISCAL IMPACT: There is no fiscal impact, since there is no obligated City match for this grant program.
