D. Comments by the Public on Non -Agenda Items THE TIME ALLOWED PER NON -AGENDA ITEM FOR COMMENTS MADE BY THE PUBLIC IS LIMITED TO FIVE MINUTES. Monica Davenport, a citizen, provided public comment regarding the Regional Stay At Home Order and the Limited Stay At Home Order. Ms. Davenport encouraged the City Council to support local businesses and to consider adoption of a resolution declaring the City of Lodi a "Sanctuary City for Small Businesses." Mayor Kuehne verified that the City Council had received Ms. Davenport's email regarding the matter. Pamela Coburn provided public comment via email, in support of the Harmony Homes Project. Jennifer Lynn provided public comment via email, asking the City Council to uphold the Constitution, declare the City a "Sanctuary City" for houses of worship, small businesses, and schools, and to make the City of Lodi a Charter City. Sent from my iPhone From: iennifer lynn To: W Council Comments Subject: Public Comment - Non Agenda Item: Dec 16, 2020 Date: Wednesday, December 16, 2020 9:37:48 AM Hello again Council and Mayor, and welcome to our newest council members, At the end of April I sent comment to this council demanding that you stop all enforcement of the Governor's orders and do what was right for the city. Council finally gave direction to the Police Chief to stop enforcement, which was a good decision, although you screwed the pooch in the beginning. A great officer was fired, a church closed it's doors on another, and some businesses were closed for good. In each of these incidences, police were involved and either had too much time on their hands or too many staffed to complete these so-called educational actions. These "educations" were intimidation tactics - ask me, I was at Wednesday night church service when police interrupted, then on Palm Sunday when they wouldn't allow us to even step foot in the parking lot. Doing this to businesses is also wrong. It's not education, it's scare tactics. The decision at the urging of citizens to stop enforcement was a wise one. However, nine months into this lockdown, you have still allowed the Governor to continue his tyranny and his arbitrary orders (NOT laws) to infiltrate our city to further crush the right to life, liberty, and property. The Governor has continued to act unconstitutionally for the last nine months and I think it's about time we were delivered of him. My 3 -fold request is simple: 1. Uphold the Constitution Don't tell me again that your attorney says you are, and that under the 10th amendment the Governor can do whatever he wants. That's a crock of bull and your attorney has done you and the citizens of this city a great disservice. 2. Become a sanctuary city for houses of worship, small businesses, and schools We need to know that our leaders will back us up when we need it, and support the right to free exercise of religion, the right to earn a living, the right to our property, and the right to an education. Please put this on the agenda to be voted on or motion to take steps toward this and vote on it now. 3. Make Lodi a charter city. Please set an agenda item to be discussed and voted upon to move forward in making Lodi a charter city. Enough is enough. Lodi citizens should be voting in their Mayor, Chief of Police, and others. Former council member Mounce mentioned that we might not qualify or have the dollars to be a charter city when I brought this up in July. Please explain this. By the way, Joanne Mounce was a force to be reckoned with and I will miss her voice for the people on this council. Our small businesses are STILL suffering, our churches are widely STILL closed, and our children are STILL suffering under distance learning programs. As I said in April, the mental health of this community is suffering, the monetary success of this city is dwindling, and the small businesses are being crushed under the foot of the Governor and all who refuse to stand up to him. You're still part of the problem if you don't stand up for our citizens, their businesses, churches, and schools, and you're going to be held accountable for this continued lack of action. I've urged over the last several months that you send a cease and desist letter to the Governor, the PHO, and whoever else is involved in the shutdown of our civil liberties and business closures. I'm asking now again that you do this orjust plain DO NOT follow his ridiculous and tyrannical orders. Do not comply for the good of our city and as an act of good faith toward the citizens you represent. Finally, I'd like to know where you all stand: Will each of you state for the record whether you agree with the Governor and his choices? A simple I do or I don't will suffice.
