AGENDA TITLE: CONDUCT A PUBLIC HEARING TO CONSIDER AND APPROVE THE
REALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
FUNDS APPROVED UNDER THE 2000/01 PROGRAM YEAR
MEETING DATE: December 20, 2000

RECOMMENDED ACTION: That the City Council conduct a public hearing to consider the
requests for reallocation of CDBG funds which were approved and
allocated under the 2000/01 Program year. Staff is also
recommending the following actions; 1) that the Council approve
the request from the Public Works Department and the Parks and Recreation Department to reallocate
the funds approved for the Grape Bowl Restroom Handicap Accessibility Renovation project to the Elm
Street Parking Lot Project, and; 2) that the Council deny the request of the Salvation Army to reallocate
their funds which were approved for interior and exterior improvements to their facility at 525 W.
Lockeford Street to a proposed service use in providing a utility reconnection assistance fund for Lodi
residents.
BACKGROUND INFORMATION: Public Works/Parks and Recreation Request: The Parks and
Recreation Department had requested and was approved for
$200,000 for handicap accessibility improvements for restrooms at
the Grape Bowl for the 2000/01 Program year. Most recently, the
Parks and Recreation Department has put a hold on all Grape Bowl projects until such time that a
Master Plan for improvements can be developed for that facility.
The City of Lodi's CDBG Program is on notice from HUD that we must reduce our unused balance of
allocated funds by expediting all projects. Currently, the Public Works Department is looking for
additional funds to complete the Elm Street Parking Lot Project, another CDBG project which was
funded in the 1998/99 Program year. This reallocation will serve both needs, reducing our balance of
unused allocations and providing needed funding to allow completion of an important project within the
Downtown area.

Salvation Army Request: The Salvation Army had requested and was approved for $53,790 for interior
and exterior improvements to their office/warehouse facility located at 525 W_ Lockeford Street. They
have recently submitted a request to reallocate those funds for a service use, to provide funding to assist
residents with reconnecting their utilities. This represents a substantial change in use from "bricks and
mortar" improvements to funding for "operations" and Staff feels that this is against what has historically
been a philosophical position of both Staff and the Council not to fund operations. Staff feels that this
develops an on-going need for funding support rather than developing a self-sufficiency for our
subrecipients or physical improvements to their facilities.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE REALLOCATION OF COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) FUNDS
APPROVED UNDER THE 2000/01 PROGRAM YEAR
WHEREAS, allocations have been made under the 2000/01 Community
Development Block Grant Funds for various projects; and
WHEREAS, the City of Lodi's CDBG Program is on notice from HUD that we must
reduce our unused balance of allocated funds by expediting all projects; and
WHEREAS, the Parks & Recreation Department had requested and was approved

NOTICE 1S HEREBY GIVEN that on Wednesday, December 20, 2000 at the hour of 7:00 p.m., or as soon
thereafter as the matter may be heard, the City Council will conduct a Public Hearing at the Carnegie Forum,
305 West Pine Street, Lodi, to consider the following matter:
a) reallocation of Community Development Block Grant (CDBG) funds approved under the 2000/01
Program Year.
Information regarding this item may be obtained in the office of the Community Development Department
Director, 221 West Pine Street, Lodi, California. All interested persons are invited to present their views and
comments on this matter. Written statements may be filed with the City Clerk at any time prior to the hearing
scheduled herein, and oral statements may be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those issues you or someone
else raised at the Public Hearing described in this notice or in written correspondence delivered to the City
