HomeMy WebLinkAboutAgenda Report - December 2, 2020 C-07AGENDAITEM Com7 &Q% CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Approving the Purchase of Additional Training Licenses from KnowBe4, Inc., of Clearwater, Florida for Security Awareness Training and Simulated Phishing Platform ($4,026.11) MEETING DATE: December 2, 2020 PREPARED BY: Information Technology Manager RECOMMENDED ACTION: Adopt resolution approving the purchase of additional training licenses with KnowBe4 Inc., of Clearwater, Florida, for security awareness training and simulated phishing platform ($4,026.11) BACKGROUND INFORMATION: The City has experienced an increase in attacks on the network by misleading employees into downloading an invasive application or entering his/her password into an illicit website. This practice of emailing City employees with hidden viruses and harmful links is called Phishing. Phishing is the fraudulent practice of sending emails purporting to be from reputable companies in order to induce individuals to reveal personal information, such as passwords and credit card numbers. The City's security is everyone's responsibility. Educating employees to identify an illegitimate email is the best defense against future Phishing attacks. On December 4, 2019, the City Manager approved the purchase of a three year self-administered training program for cyber -security awareness ($19,991.23). This covered training for up to 400 City staff. Since the launch of the program, the City has expanded the training to include part-time staff and contractors that work for the City and have City issued email accounts. In order to add additional users to the system, the City must purchase additional licenses from KnowBe4 Inc. KnowBe4 offers integrated security awareness training and simulated Phishing platform with the goal of educating the end-user on how to identify a Phishing attack. KnowBe4 uses training content that is designed to be interactive for the user. Many of the methods include videos, games, posters and new letters. I.T. staff will be able to schedule regular Phishing security tests using predesigned templates form KnowBe4. Staff will be able to view the results of these test, identify those employees that failed, and customize the training resource for that City employee. Staff is recommending purchasing an additional 100 licenses at a cost of $4,026.11. Allowing for the expansion of cyber -security awareness training to all users on the City network. This brings the three year agreement purchase to a total of $24,017.34. APPROVE FISCAL IMPACT: Cyber security is the responsibility of all employees. Funding for this service is provided through the Cybersecurity grant from the State of California. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the purchase of 100 additional training licenses from KnowBe4, Inc., of Clearwater, Florida, in the amount of $4,026.11, increasing the total amount of the three-year agreement to an amount not to exceed $24,017.34.
