AGENDA TITLE: Public Benefits Program — Lodi Helping Hand Project ($50,000)

RECOMMENDED ACTION: That the City Council approve a Public Benefits Program grant in the amount
of $50,000 to fund the Lodi Helping Hand Project.
BACKGROUND INFORMATION: The City of Lodi Electric Utility has created a new Public Benefits Program to
commence in calendar year 2001- the Lodi Helping Hand Project. This
project earmarks $50,000 from the Public Benefits Program budget to assist
up to thirty-five (35) low-income families in Lodi, by improving energy
efficiency within their home/duplex.
Specifically, these families will apply for a grant not to exceed $1,400. The grant will be utilized for one or all of the
following energy efficiency improvements to their property (some homes/duplexes may not require all of the following
improvements):
➢ installation of attic insulation (to the R-38 City of Lodi standard);
➢ HVAC (heating, ventilation & air conditioner) system service, diagnostic & maintenance check;
➢ HVAC air duct distribution system diagnostic test & repair;
➢ installation of up to two (2) fluorescent outdoor safetylsecurity lights (equipped with a motion sensor).
These designated improvements will significantly enhance the overall energy efficiency of these homes, and reduce
energy costs from 10% to 20% on a monthly basis. As an example, increased attic insulation reduces lost cooling &
heating through the roof, while the HVAC system check and air duct distribution system test are essential to ensuring
that the home's central heating & air delivery system are operationally sound.
To qualify for the individual grant, the customer must meet the Lodi SHARE Program criteria (SHARE: Single
Household Alternative Rate for Energy). This new electric utility rate was approved by the Lodi City Council in the fall
of 2000, and provides an electric utility rate discount to eligible residential customers (please see attached SHARE
Program guidelines). Eligible or qualifying customers will also consent to pre- and post -inspections of their property
by the City of Lodi Electric Utility.
In order to promote the project, the City of Lodi Electric Utility will partner with organizations such as: the Lodi House,
LOEL Senior Center and the Lodi Salvation Army.
The City of Lodi Electric Utility respectfully recommends approval of the Lodi Helping Hand Project, as a qualifying
component of the City of Lodi Public Benefits Program.

Enclosed is an application for the Single Household Alternate Rates for Energy (SHARE) Program. This program provides for a
monthly discount of 20% on your City of Lodi Electric Bill. The City of Lodi will use the completed application, along with income
documentation you provide, to determine if your household meets the following income guidelines. Should you qualms your discount
will appear as soon as practicable after the completed application has been received and verified. The City of Lodi will occasionally
contact you to verify that your need for the program hasn't changed.

Proof of Income
The City of Lodi will use documentation you provide to determine whether your household qualifies under the income guidelines listed
above. You must submit CURRENT PROOF OF INCOME for everyone receiving money in your household. Your application is
- considered incomplete without this documentation. The City of Lodi will contact you for updated income information if your
documentation is incomplete, or not current.
The following are some examples of documentation you can submit as proof of your household income:
• Agency Assistance: Intake documentation from local agency showing household income and agency contact information.
• Aid to Families with Dependent Children (AFDC): Notice of Action; Computer printout; Benefit letter; Copy of check.
• Child and/or Spousal Support: Copy of check.
• Disability Compensation: Copy of current check; Printout from agency or insurance company verifying amount.
• Federal Tax: Form 1040 and accompanying worksheets (Schedule C, F, and Form 2555); Forms W-2 for all wage earners.
• General Assistance: Notice of Action from County Social Services; Copy of current check.
• Interest Income: Monthly or quarterly bank statement; Statement of interest income from bank or agency.
• Pay Check Stubs: Current stub(s) covering at least two months and showing gross income.
• Pension and Annuities: Copies of current check; Annual statement from pension plan.
• Self-employed: Federal Tax Forms 1040 and Schedule C; Two recent bank statements showing personal income.
• Social Security: Copy of current check(s); Notification from bank of direct deposit.
• Supplemental Security Income (SSI): Notice of Planned Action; Notification from bank of direct deposit.
• Supplemental Security Payment (SSP): Notice of Planned Action; Notification from bank of direct deposit.
• Student Aid: Financial Aid statement from College or University.
• Support from an individual: Copy of check and statement signed by person providing support.
• Unemployment Benefits: Copy of current check; Printout from Employment Development Department.
• Veteran's Benefits: A letter indicating receipt of Veteran's Pension; Copy of VA check.
• Other Sources of Income: Documentation of other money received by your household and used to pay your monthly bills.

✓ Applicant must attach to this application documentation showing that current income for all people living in the home does not exceed the
income guideline limits. Application is considered incomplete without this documentation. (See Instruction Sheet for examples of Proof of
Income).
✓ Applicant must notify the City of Lodi Finance Department within 30 days of becoming ineligible for SHARE.
✓ Tenants of Sub -Metered Mobile I tome Parks must use the Sub-Mctcred Application. (See Landlord/Managcr or contact the City of Lodi
Finance Department for an application).

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM
GRANT IN THE AMOUNT OF $50,000.00 TO FUND THE
LODI HELPING HAND PROJECT
WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on a
historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1M per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or
customer groups: commercial/industrial, residential, community/non-profit, and municipal; and
WHEREAS, this project will assist up to thirty-five (35) low-income families in Lodi by
improving energy efficiency within their home/duplex. Specifically, these families will apply for a
grant not to exceed $1,400.00, and the grant will be utilized for one or all of the following energy
efficiency improvements to their property:

NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes
the City Manager to provide a Public Benefits Program grant in the amount of $50,000 to fund
the Lodi Helping Hand Project.
