EXECUTIVE SUMMARY
to the Lodi City Council
"The mayor is the chief elected official of the city, whether directly elected as mayor
or elected by a vote of the council. In this role, the mayor is responsible to provide policy
leadership to the council and to represent the council in public meetings. But the mayor
should also be able to represent the council to the city manager in the day-to-day carrying
out of the city's business. The mayor should facilitate the relationship between the
management staff and the council by being a source of advice and counsel to which the
manager can rely. To fulfill this role effectively the mayor must be able to fairly
represent the view of the whole council, and the council must respect the mayor's role as
its representative. A good working relationship between the mayor and the city manager
is therefore essential." Mayors and Council Members Leadership Guide, January 1999
League of California Cities.
Prior to our first organizational meeting, on December 6. 2000, I examined the
history of election results and mayor selection sent to the council members including the
newly elected council member Emily Howard. This information was prepared by the City
Clerk, Susan Blackston after an E-mail request by Councilmember Hitchcock. It will be
part of this report.
I also had a telephone conversation with former Lodi Mayor Randy Snider. I
sought his advice regarding past election procedures. In every instance except in 1988,
the Mayor Pro Tempore became Mayor. That year Pinkerton became mayor although
Randy was pro temp the previous year. He told me that, if his memory was correct, he
declined that year because of lack of time for the position.
History shows an orderly rotation of members for the position. The rotation
favors seniority rather than higher votes.
Based on past criteria the rotation for the positon should be in the following
