A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE CLASSIFICATION, JOB DESCRIPTION,
AND SALARY RANGE FOR THE POSITION OF
JUNIOR TRANSPORTATION PLANNER WITHIN THE
PUBLIC WORKS DEPARTMENT
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve the classification and job description for the position ' of
Junior Transportation Planner, attached hereto as Exhibit A; and
BE IT FURTHER RESOLVED that the salary range for Junior Transportation
Planner is hereby approved and shall be as follows:

to reflect all duties within the job.

Under general supervision, performs and assists in performing routine to moderately
difficult research studies, reports and recommendations for a wide variety of
administrative, technical and analytical tasks in support of the City's transit system;
provides staff assistance to the Transit Division including monitoring bus routes, schedule
times, bus stop locations, bus shelter and bench locations, route modifications and the
design and development of bus schedules, route maps, and fare media; oversees the
Intelligent Transportation Systems (ITS) on vehicles and configures tablets, farebox
systems, headsigns, and geo-fence transit data; utilizes transit software in designing
routes and providing information to drivers and staff; participates in grant activities;
oversees marketing materials including flyers, route schedules, pamphlets, brochures,
riders alerts, and website notices; and performs other related duties as assigned.
DISTINGUISHING CHARACTERISTICS
This is the entry level class in the field of transportation planning and transit services and
receives direction from the Transportation Manager. This class is distinguished from the
Associate/Assistant Transit Planner in that the latter is responsible for monitoring daily
operations and making logistical route changes as they relate to transit services and
monitoring the quality and performance of ITS systems. The Junior Transportation
Planner is responsible for providing general, administrative and technical assistance to
the City's public transportation services and supports the Transportation Manager.
EXAMPLES OF DUTIES
Duties may include, but are not limited to the following:
Collects, maintains, updates, and analyzes data required for planning, scheduling, and
system performance assessment; conducts research and analysis on a variety of transit
related issues and topics; documents findings and justifies recommendations.
Performs and assists in performing routine to moderately difficult research studies and
prepares reports and recommendations for a wide variety of transit issues including bus
routes, schedule times, bus stop locations, bus shelter and bench locations, route
modifications, the design and development of bus schedules and route maps.
Conducts field surveys and investigations to evaluate ridership, traffic movement, and
other issues applicable to the evaluation of routes, schedules, route coverage issues and
bus stop locations and bus shelter amenities.

Assists in the development of public outreach, education, engagement and marketing in
print, audio/visual materials, online (webpage and social media) and at public meetings.
Gathers and assembles transit data; performs field surveys; summarizes survey data,
operating and performance reports for transit services; enters and updates data files;
makes necessary calculations.
Assists in the coordination of various transportation management programs as directed.
Assists transit staff with the interpretation of data, program development and
implementation, preparation of grant applications, technical reports and plan documents.
Prepares graphic presentations such as plans, signs, forms, display maps, and other
exhibits, including computer- generated charts and graphs.
Assists with the implementation of the City's Short Range Transit Plan.
Performs spot field, volume studies, and inventory checks.
Gathers and inputs data into Federal, State and Local reports for final review and
processing by the Transportation Manager.
Performs project research and report preparation related to transit activities; may prepare
technical reports and perform other technical work.
Install, calibrate, test, troubleshoot and maintain all transit technologies and software
systems such as ITS software, video surveillance equipment on vehicles, Transit Station
and Parking Structure, destination signs, farebox data retrieval system, GFI, GTFS, and
other ITS programs used in transit.
Assists in designing routes and providing information to staff; prepares maps, graphs,
charts, and other visual aids to illustrate the results of analysis and studies.
Oversee the development, updates, distribution, use and inventorying of service maps,
drawings, schedules, brochures, real time information displays and other marketing
related materials.
Assists in researching and developing various grant funding programs and applications
for transit -related projects; gathers data and other information required for various annual
and semi-annual grant reporting requirements.
Assists in the preparation of transit procurements, including Requests for Proposals,
developing Scopes of Work, and identifying deliverables.

Promotes and coordinates transit services by attending meetings and marketing event;
prepares marketing materials including flyers, route schedules, pamphlets, and
brochures; updates transit website as necessary.
Design, implement and evaluate passenger surveys and route segment analysis.
Monitor growth and development activities within the transit service area, recommending
changes in service and related operating data, as necessary.
Maintain inventory list for location and status of all bus stops, benches and shelter
locations.
Participate in transit service planning, scheduling, and run -cutting, when necessary.
Performs other duties related to the operation of the department and the City including
additional duties that enable the department and City to meet the diverse needs of its
community.
Knowledge of:
Current and effective transit system planning, data collection, development analysis
techniques, and travel demand modeling.
Innovative technologies and ITS used in public transit such as AVL, GIS, GFI, GTFS and
other ITS programs.
Fixed route and ADA Paratransit operations, services and other activities of a public
transit system program.
Principles, practices, procedures, and information sources of transportation, economic,
environmental and/or social concepts applicable to the transportation planning process.
Community trends and market analysis techniques; marketing theories, principles, and
practices and their application to transit services.
Statistical analysis techniques, formulas and mathematical principles relevant to the
planning process.
Pertinent federal, state, and local laws, codes and regulations.
Office procedures, methods, equipment and applicable software applications included
within the Microsoft Office platform.
Ability to:
Prepare clear, accurate and concise tables, schedules, reports, summaries and other
materials in statistical, technical and narrative form.

Perform difficult and complex technical research and analysis of planning issues and
problems.
Establish and maintain various transit data collection systems, record keeping, tracking,
filing, and reporting systems.
Analyze problems, identify alternative solutions, project consequences of proposed
actions, and implement recommendations in support of goals. Develop recommendations
for problematic areas and implement and monitor changes.
Read complex schematics and system configuration drawings to troubleshoot ITS
hardware.
Understand the organization and operation of the City, the Transit Division, and of outside
agencies as necessary to assume assigned responsibilities.
Work independently, coordinate multiple projects and meet critical deadlines.
Work under steady pressure with frequent interruptions and changing priorities.
Communicate clearly and concisely, both verbally and in writing.
Establish and maintain effective working relationships with those contacted in the course
of work.
EDUCATION AND EXPERIENCE
Any combination of education and experience that would likely provide the required
knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities
would be:
Education:
Equivalent to a Bachelor's degree from an accredited college or university with major
coursework in public administration, business administration, urban planning,
transportation and planning, or closely related field.
Experience:
One year of increasingly responsible experience with a public agency in the field of transit
service planning, transportation planning or closely related field.
LICENSES AND CERTIFICATES:
Possession of a valid Driver's License (Class C) issued from the California Department
of Motor Vehicles.

PHYSICAL DEMANDS AND WORK ENVIRONMENTAL ELEMENTS:
Work is performed primarily in a standard office environment with some travel to different
sites and locations. May be exposed to safety hazards including, fumes or odors, dust or
gases, chemicals, toxic materials, oil, and a variety of mechanical machinery. May be
required to work extended hours including evenings and weekends and may be required
to travel outside City.
Essential functions may require maintaining physical condition necessary for sitting for
prolonged periods of time; to see well enough to read, write and make observations; hear
well enough to converse on the radio, telephone and in person; bodily mobility to
occasionally walk, bend, kneel, reach, stand, crouch, operate office equipment requiring
repetitive hand movement and fine coordination including use of a computer keyboard,
cell phones and/or hand held electronic devices; to verbally communicate to exchange
information; and may be required to work nights or weekends as needed.
