A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING AN ADDITIONAL APPROPRIATION AND
EXPENDITURE OF FISCAL YEAR 2020-21 FUNDS IN THE AMOUNT
OF $690,228 TO THE EXISTING APPROPRIATION OF $1,138,037,
FOR A TOTAL AMENDED APPROPRIATION OF $1,828,265 TO BE
REIMBURSED BY FEMA AND STATE GOVERNMENT AT A RATE OF
93.75 PERCENT FOR THE IMPLEMENTATION OF THE GREAT
PLATES DELIVERED PROGRAM
WHEREAS, the City of Lodi is participating in a program to provide meals to adults 65
and older, and adults 60-64 who are a high-risk for COVID-19 as defined by the CDC, and who
are unable to access meals while staying at home; and
WHEREAS, the Great Plates Delivered Program is also intended to support local
restaurants and other food providers, and to support owners who have closed or are struggling
to remain open due to COVID-19 mitigation tactics; and
WHEREAS, program costs are funded by the Federal Emergency Management Agency
(FEMA), a federal agency, and State government at a rate of 75 percent and 18.75 percent,
respectively; and
WHEREAS, the City of Lodi will participate in funding of the Great Plates Delivered
Program at a rate of 6.25 percent; and
WHEREAS, the Great Plates Delivered Program commenced in Lodi on May 11, 2020
and was expected to terminate on July 10, 2020; and
WHEREAS, the Great Plates Delivered Program has been extended to August 15, 2020
and will allow hundreds of seniors and adults 60-64 at -risk for COVID three meals per day
seven days per week prepared and delivered by local restaurants; and
WHEREAS, the extension of the Great Plates Delivered Program to August 15, 2020
requires City Council approval; and
WHEREAS, City of Lodi staff is serving as the local administrator for the program in
accordance with federal and State guidelines, and the LOEL Senior Center is screening
applications to the program for eligibility according to federal and State guidelines; and
WHEREAS, the City of Lodi's application for expedited reimbursement from FEMA in
the amount of $217,800 has been approved and to date $183,769 in reimbursement has been
received by the City; and
WHEREAS, the City of Lodi will continue to submit invoices for expedited
reimbursement of program costs as directed by the federal and State government throughout
the program period; and
WHEREAS, the City of Lodi may not receive reimbursement of the prorated share of
state and federal funds for the Great Plates program for up to one year or longer after the
program is ended.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
appropriate additional Fiscal Year 2020-21 funds in the amount of $690,228 to the existing
appropriation of $1,138,037 for a total amended appropriation of $1,828,265, to be reimbursed
by FEMA and State government at a rate of 93.75 percent for the implementation of the Great
Plates Delivered Program, and authorizing the expenditure of appropriated funds in Fiscal Year
in Fiscal Year 20-21. The Account Code for the revenue appropriation is 10095000.55020 The
Account Code for the expenditure appropriation is 10095000.72355; and
BE IT FURTHER RESOLVED that the City Council hereby approves the City Manager's
emergency extension of the program for the period July 11, 2020 through August 15, 2020.
