A RESOLUTION OF THE LODI CITY COUNCIL ADOPTING
MITIGATED NEGATIVE DECLARATION AND MITIGATION
MONITORING AND REPORTING PROGRAM FOR LODI LAKE
RIVERBANK STABILIZATION AND RESTORATION PROJECT
WHEREAS, a portion of the riverbank on the Mokelumne River that runs along the northern
boundary of Lodi Lake Park, has been severely eroded in the past years and is threatening park
facilities; and
WHEREAS, to address the erosion, the City has applied for and received a $1,000,000 State
grant to perform repair and restoration work along the eroded portions of riverbank within Lodi Lake
Park; and
WHEREAS, pursuant to California Environmental Quality Act (CEQA) Guidelines, Section
15063, an Initial Study was prepared to assess the potential adverse environmental effects of the
proposed project. The Initial Study concluded that potentially significant environmental effects could
occur from the project in the areas of biological resources, cultural resources, geology and soil,
hydrology and water quality, noise, and tribal cultural resources. However, mitigation measures
were identified that would reduce these potential significant impacts to less than significant level; and
WHEREAS, pursuant to CEQA Guideline Section 15070, a Draft Mitigation Negative
Declaration (MND) was prepared and was filed with the State Clearinghouse and the San Joaquin
County Recorder's office. The draft MND was circulated for public review April 28, 2020 through
May 28, 2020. Comments were received during the public review period. The comments did not
introduce any new significant environmental impacts beyond those already presented in the Draft
MND; and
WHEREAS, staff recommends that the City Council adopt the Mitigation Negative
