AGENDA TITLE: Approve addition of one Community Improvement Officer 1/II and associated office
and ancillary equipment.

RECOMMENDED ACTION: That the City Council approve the addition of one Community
Improvement Officer 1/II position in the Community Development
Department and funding for associated office and equipment costs.
BACKGROUND INFORMATION: The Community Development
Department's Community Improvement Division currently
administers a code enforcement program which deals with
complaints of substandard housing conditions, dangerous building conditions, and nuisance and blighted
property conditions. The code enforcement function also entails the enforcement of zoning regulations
and other miscellaneous municipal code regulations such as noise regulations, encroachment
regulations and abandoned and inoperable vehicle abatement regulations.
The Community Improvement Division's code enforcement function currently is staffed by the
Community Improvement Manager, one Community Improvement Officer I (Code Enforcement Officer)
and one Administrative Clerk II.
Based on comments from the public to the Council and City Manager and with information provided
during a recent tour of Lodi's Eastside and at the subsequent Town Hall Meeting, the Council and City
Manager have recognized that there is a need for additional staffing for the code enforcement function.
In order to provide a better level of service in addressing substandard building conditions, dangerous
building conditions and nuisance and blighted property conditions which have had an adverse affect on
the overall condition of Lodi's neighborhoods, it is necessary to increase staffing. Current caseload
statistics are provided below.

To that end, the Council and City Manager have directed staff to prepare an authorization for another
Community Improvement Officer 1/11 position to be added to the Community Development Department.
This position is from existing job classifications with approved salary ranges.
FUNDING: There are no funds available within the current 2000101 Budget for
the Community Development Department and there are no
carryover funds from the 1999/2000 Budget to fund either this new
position or the additional equipment needed. For that reason, all
necessary funding for the balance of this Fiscal Year will have to come from the Contingency Fund.
However, if approval is granted, it is not likely that the position would be filled until January of 2001.
Therefore, the funding figures provided are only for the second half of the 2000-01 Fiscal Year.
Permanent funding for the position will be included in the preparation of the budget for the 2001-02
Fiscal Year.
In addition to the Personnel costs, it will be necessary to purchase a vehicle, office equipment and
supplies, and small tools and equipment to outfit this position.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
ADDITION OF ONE COMMUNITY IMPROVEMENT OFFICER 1/II
AND FURTHER APPROVING PURCHASE OF ASSOCIATED
OFFICE AND ANCILLARY EQUIPMENT

WHEREAS, the Community Development Department's Community Improvement

WHEREAS, the code enforcement function also entails the enforcement of zoning

regulations; and
WHEREAS, the Community Improvement Division's Code Enforcement function is
currently staffed by the Community Improvement Manager, one Community Improvement
Officer I (Code Enforcement Officer) and one Administrative Clerk II; and
WHEREAS, during a recent tour of Lodi's Eastside and subsequent Town Hall

WHEREAS, funds in the approximate amount of $56,908.00 need to be allocated
from the Contingency Fund.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
approves the addition of one Community Improvement Officer 1/II and further authorizes
funds be allocated from the Contingency Fund in the amount of $56,908.00 for salary and
startup costs for this position.
