HomeMy WebLinkAboutResolutions - No. 2021-32RESOLUTION NO. 2021-32 A RESOLUTION OF THE LODI CITY COUNCIL RESCINDING RESOLUTION NO. 2005-64; APPROVING STANDARDIZATION OF ITRON METERS FOR RESIDENTIAL AND COMMERCIAL APPLICATION; AND AUTHORIZING PURCHASE OF ITRON METERS FROM ITRON'S AUTHORIZED DISTRIBUTOR WHEREAS, Lodi Electric Utility (LEU) uses a proprietary automatic meter reading network from ITRON which was designed and deployed in order to allow for the remote collection of utility consumption data; and WHEREAS, in 2005 by Resolution No. 2005-64, the City Council approved the standardization of ITRON meters for residential and commercial applications; and WHEREAS, since 2005, prices have increased, new regulations have been implemented with respect to solar installations on new homes, and Lodi has experienced an increase in the number of new homes built; and WHEREAS, as such, LEU has a need for Council to approve an updated standardization of ITRON meters to include all residential and commercial meters compatible and communicating with the City's existing fixed network to allow for the appropriate billing of customers; and WHEREAS, meter pricing varies due to the level of programming capabilities embedded in the respective meter which allows for billing under Lodi's existing rate tariffs; and WHEREAS, in accordance with Lodi Municipal Code, Section 3.20.070, it is necessary to purchase ITRON meters to ensure compatibility with the City's existing fixed network and associated software and infrastructure; and WHEREAS, while General Pacific, Inc., is Lodi's current distribution representative for ITRON meters, if approved, this product standardization would still apply should ITRON make a change to its authorized distributor; and WHEREAS, the estimated annual not -to -exceed cost is $350,000; however, actual annual costs may vary depending on the actual number and type of meters needed and purchased. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby rescind Resolution No. 2005-64; approve standardization of ITRON meters for residential and commercial application; and authorize the purchase of ITRON meters from ITRON's authorized distributor in an estimated annual amount not to exceed $350,000 — the total actual cost for which may vary depending on the number and type of meters needed and purchased each year.
