HomeMy WebLinkAboutResolutions - No. 2021-20RESOLUTION NO. 2021-20 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO WAIVE THE BID PROCESS; UTILIZE HOUSTON-GALVESTON AREA COUNCIL CONTRACT NO. HGAC FS 12-19; AWARD A PURCHASE ORDER TO GOLDEN STATE FIRE APPARATUS, INC., OF SACRAMENTO, FOR THE PURCHASE OF A PIERCE ENFORCER ENGINE; AND FURTHER APPROPRIATING FUNDS WHEREAS, the Lodi Fire Department currently has seven Type -1 Fire Engines and two Aerial Fire Trucks utilized at four fire stations. Four engines are used as front line vehicles and two engines are used as reserve; and WHEREAS, Engine 2036 (1997 Hi -Tech) is at the end of its useful life and in need of continual repair, leaving it unavailable for daily emergency response. Maintenance costs for the fleet continue to rise with the age of the fleet. The 1997 Hi -Tech engine will be dispensed with in accordance with City policy; and WHEREAS, Engine 2036 has 122,162 miles and 16,229 hours of use being in service since 1997, representing 19 years of front line service and five years of reserve service; and WHEREAS, HGAC is a public agency available nationwide that establishes competitively priced contracts for goods and services. All contracts available have been awarded by a public competitive bid process compliant with State statutes; and WHEREAS, consistent with Lodi Municipal Code 3.20.070, staff recommends authorizing the City Manager to waive the bidding requirements and to use Houston -Galveston Area Council Contract No. HGAC FS 12-19 to purchase a Pierce Enforcer Engine in the amount of $670,000 from Golden State Fire Apparatus, Inc., of Sacramento, and appropriate funds from Vehicle Replacment Fund 64499100.77040. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to waive the bid process, utilize Houston -Galveston Area Council Contract No. HGAC FS 12-19, and award a purchase order to Golden State Fire Apparatus, Inc., of Sacramento, California, for purchase of a Pierce Enforcer Engine, in the amount of $670,000; and BE IT FURTHER RESOLVED that funds in the amount of $670,000 be appropriated from Vehicle Replacment Fund 64499100.77040; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
