HomeMy WebLinkAboutAgenda Report - October 4, 2000 E-07CITY OF I,ODI COUNCIL COMMUNICATION AGENDA TITLE: Adopt a Resolution Authorizing the Public Works Director to Accept and Sign the Master Agreement Entitled "Administering Agency -State Agreement for Federal Aid Projects" for all Program Supplements to Administering Agency -State Agreement No. 10-5154, Updated June 4, 1997, Procedures for Federal Aid Funding for City of Lodi Transportation Projects MEETING DATE: October 4, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt a resolution authorizing the Public Works Director to accept and sign the Master Agreement entitled "Administering Agency -State Agreement for Federal Aid Project' for all Program Supplements to Administering Agency - State Agreement No. 10-5154, updated June 4, 1997, Procedures for Federal Aid Funding for City of Lodi Transportation Projects. BACKGROUND INFORMATION: In the interest of improving project delivery and reducing paperwork and staff time, Caltrans has recommended that agencies adopt a resolution authorizing the Public Works Director to sign the Program Supplements for each federal -aid project without having to receive City Council approval each time. Up to now, staff prepared a Council Communication and the City Council reviewed and voted on each Program Supplement for federal -aid transportation projects even though City Council had already approved the plans and specifications for each project. Prima, Jr. Public Works Director Prepared by Carlos Tobar, Transportation Manager RCP/CT/lm cc: Randy Hays, City Attorney APPROVED: Dixon Flynn - Cit Manager CAUTHPWDIRPRGRMSUPS 09/25/00 RESOLUTION NO. 2000-183 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE PUBLIC WORKS DIRECTOR TO ACCEPT AND EXECUTE THE MASTER AGREEMENT FOR FEDERAL AID PROJECTS AND EXECUTE ALL PROGRAM SUPPLEMENTS TO ADMINISTERING AGENCY -STATE AGREEMENT NO. 10-5154, UPDATED JUNE 4, 1997, PROCEDURES FOR FEDERAL AND STATE AID FUNDING OF CITY OF LODI TRANSPORTATION PROJECTS WHEREAS, the Federal Highway Administration (FHWA), and Federal Transit Administration (FTA) make funds available for city transportation facilities and transit projects, and said funds are administered by CALTRANS; and WHEREAS, Federal funding for each eligible project is administered by a program supplement to the June 4, 1997 Administering Agency -State Agreement 10-5154 which was accepted by City Council; and WHEREAS, a Program Supplement to the Master Agreement is required to be approved for every specific project that is to receive federal funds. NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the Lodi City Council, that the Public Works Director be, and is hereby authorized to execute the Master Agreement entitled, "Administering Agency -State Agreement for Federal Aid Projects" and the individual Program Supplements to the "Administering Agency -State Agreement No. 10-5154 for all projects.
