Roll Call by City Clerk An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, November 24, 2020, commencing at 7:01 a.m. Due to the COVID-19 pandemic and pursuant to Executive Order N-29-20, all Council Members participated in the meeting via teleconference and the meeting was available for viewing by the public via livestream at https://www.facebook.com/CityofLodi/ and https://zoom.us/s/99156688900?pwd=MThFM09HbXdYQzkxMXpYdzJJb2gzQT09; the opportunity for public comment was available through councilcomments@lodi.gov and https://zoom.us/s/99156688900?pwd=MThFM09HbXdYQzkxMXpYdzJJb2gzQT09. To is s B-1 Receive Presentation Regarding Proposed Upgrades to Lodi Police Department Gun Range (PD) Sergeant Tim Fritz, of the Lodi Police Department, provided a PowerPoint presentation regarding the Lodi Police Department Range Renovation. Specific topics of discussion included current condition of the range, range concerns, lead concerns, rubber granular bullet trap, turning target systems, modern shooting stalls, modern ventilation, ventilation diagram, estimated cost, decontamination estimate, miscellaneous expenses, and total cost summary. City Manager Schwabauer stated that there have been some repairs made to the range over the years but not a complete remodel of the facility, in response to questions asked by Mayor Pro Tempore Nakanishi. Mayor Pro Tempore Nakanishi stated that he supported the project as presented. Council Member Chandler asked about the status of the multi -departmental outdoor range that was being built. Police Chief Brucia stated that the project is still in the fundraising stage. City Manager Schwabauer noted that the outdoor range does not replace the need for the indoor range. Council Member Chandler stated that he supported the project as presented. Mayor Kuehne stated that the project has been discussed for some time and is long overdue. Mayor Kuehne stated that he is also in favor of the project as presented. Chief Brucia explained that the next step will be to work with the Public Works Department on the project to develop a final design and a cost estimate. The design and cost estimate will be presented to Council for approval. C. BACKGROUND INFORMATION: The Lodi Police Department gun range was built in 1968 and has not been upgraded since. OSHA regulations have increased in the last 52 years and an upgrade to the facility is overdue. The department would like to present to council the current state of the gun range, including its hazards, and propose improvements with their estimated expenditures. The Lodi Police Department is seeking input and direction from Council on the proposed improvements to the gun range and the associated costs. FISCAL IMPACT FUNDING AVAILABLE Not applicable. Have shared facilities with other police departments or private facilities been considered? And how often is the range used and by how many officers? What is the ongoing maintenance costs and what would the future costs with the new building be for maintenance and upkeep? We did in .fact consider another location. The proximity to the current PD and the convenience of the location played a large part in our decision to "remodel" at the existing location. Additionally, there would have been additional costs associated with moving (permits, code improvements, etc.) as well as the approval process that requires an EIR to build a new range. Our existing range is already approved as such and can continue to operate. We haven't attempted to look at sharing a public or private range for our indoor option. We have considered this for our outdoor range at White Slough and that may be the most feasible option. For the indoor range we have to consider losing access to it by sharing it with others as well as any liability issues of a private person using the range and potentially being injured. These issues will have to be worked out for the outdoor range as well. Our indoor range is used on a daily basis in some form. Our officers have access to it for qualifications as well as practice or training during daytime hours. We shut down operations at 10 PM so as not to disturb the fire department. Our SWAT team also uses it for training and to shoot their monthly qualification targets. Additionally, we conduct all of our CCW qualifications there. Current maintenance includes sand and lead removal, painting, target repair, acoustic panel repair, and lighting repair. All of these are done on an as needed basis and I can get totals dating back numerous years if you like. As for future maintenance, we would be able to reduce much of it through replacing the bullet trap and panel with a low impact rubberized design. This will decrease lead, sand, and particulate matter as well as the annual clean up needed. As for the outside range, we are still in the planning stages of this range. It has been approved for development however we need to continue fundraising or secure city funding and finalize the engineering plan. While we have a template our next step is to have our architect revamp some plans based on new POST mandates for shooting training. We also have to decide how involved each phase of the project will be and whether we will in fact partner with other organizations. We have considered partners with Stockton PD, Delta College, Tracy PD, Manteca PD, the FBI and the NRA. None of these decisions have been made and they would certainly change the scope of the project if we accepted their participation. I would hesitate to share the outdoor plans just yet as they are rough to say the least and we haven't shared them with the Council yet to get their input. I hope this answers your questions.
