resolution approving the 2020-21 Annual Action Plan Amendment
No. 1 for the Community Development Block Grant (CDBG)
Program.
BACKGROUND INFORMATION A public hearing is required as part of the federal requirements
under the U.S. Department of Housing and Urban Development
(HUD) for the CDBG program.
The 2020-21 Annual Action Plan describes the activities and funding amounts for projects occurring
between July 1 ,2020 to June 30,2021. Certain reallocations of CDBG funds from one project or activity
to another require a formal public review and public hearing process, called a substantial amendment.
The City is looking to reallocate funds from projects that are not ready to be funded, not a good fit for
CDBG funding, or are delayed in their delivery and therefore unlikely to meet HUD spending deadlines.
Approximately $114,418 of CDBG funding is available for reallocation. This is due to the process of
analyzing and identifying projects to improve project delivery and management. More details will be
provided in the staff report for the public hearing. The 30-day public review and comment period for this
Action Plan amendment began on September 28,2020, and will end on November 4,2020.
ïhe City Council will consider approval and adoption of the 2020-21Annual Action Plan Amendment No.
1 and provide an opportunity for public comment at the November 4,2020 meeting.
FISCAL IMPACT:The 2020-21 Annual Action Plan Amendment No. 1 documents are being
completed as an administrative activity that is funded through the City's
CDBG administrative allocation from HUD.

NOTICE IS I{EREBY GIVEN that a 30-day public review and comment period for the 2020-21Annual
Action PIan Amendment will commence on September 28,2020, and that a public hearing will be held on
Wednesday, November 4,2020 at 7:00 p.m. or as soon thereafter as the matter may be heard, in the Lodi
City Council Chambers, 305 West Pine Street, Lodi, CA 95241in order to consider the Community
Development Block Grant (CDBG) Program 2020121Annual Action Plan Amendment.
The CDBG program provides funding for activities that benefit low-income persons, eliminate slum or
blight, or serve an urgent need. Eligible activities include property acquisition, public improvements,
housing rehabilitation, economic development, and public services.
As a recipient of Community Development Block Grant (CDBG) funding, the City developed the2020-2l Annual Action Plan which describes how the City utilizes program funds for eligible activities during
the frscal year. The Action Plan can be amended as needed to reallocate funds to housing and community
development activities. The City proposes to reallocate those funds among various projects which in some
cases includes funding from previous years. More details of the reallocation will be provided in the
released draft amendment and in the public hearing staff report.
2020-21Annual Action Plan Amendment documents will be made available to the public for at least 30
days before adoption by the City Council. The documents witl be released on Sepiemb er 28,2020 for

El programa de Subvención en Bloque para el Desamollo Comunitario (CDBG) proporciona fondos para actividades que
benefician a las personas de bajos ingresos, elimina suburbios pobres y deterioro urbano o asiste en una necesidad
urgente. Las actividades elegibles incluyen, adquisición de propiedades, mejoras públicas, rehabilitación de viviendas,
desarrollo económico y servicios públicos.
Como benehciario de fondos de Subvención en Bloque para el Desaruollo Comunitario (CDBG), la Ciudad desarolló el
Plan de Acción para el año 2018- 19, el cual desøibe como la Ciudad utiliza los fondos del program a para actividades
elegibles durante el año fiscal. El Plan de Acción puede ser enmendado según sea necesario para redistribuir fondos para
las actividades del desarrollo comunitario y para viviendas. La Ciudad propone redistribuir esos fondos entre proyectos
que en unos casos incluye fondos de los años pasados. Más detalles sobre la redistribución serán proporcionados en el
informe del personal durante la Audiencia Pública.
Los documentos de la Enmienda al Plan de Acción Anual para el aflo 2020-21 estarén disponibles para el público por lo
