BACKGROUND INFORMATION: The San Joaquin County Human Services Agency released a
Coronavirus Aid, Relief and Economic Security Act (CARES)
Grant Application for Funding in August 2020. This grant
program provides funds to local governments to address prevention of, preparation for or response to
the COVID-19 pandemic among older adults (60 years and over). The application deadline was
September 4, 2020. At the time of writing this staff report, City Staff is preparing the grant application
to be submitted on September 4, 2020. The application deadline did not allow City Staff to seek City
Council approval before submission, but City Council may review the application and approve the City
Manager to enter into agreements with the San Joaquin County Human Services Agency.
City Staff applied for CARES funds in the amount of $24,949. These funds are intended to support the
LOEL Senior Center's delivery of meals to 32 additional older adults for one year.
Staff is requesting that the City Council adopt a resolution approving submittal of the CARES Act
Grant Application and authorizing the City Manager to enter into agreements with the San Joaquin
County Human Services Agency.
FISCAL IMPACT: This item has not fiscal impact as there is no City match for this grant
program.
FUNDING AVAILABLE: Not applicable.

BACKGROUND INFORMATION
Funding
Under the Coronavirus Aid, Relief, and Economic Security (CARES) Act enacted March 27, 2020, the California
Department of Aging (CDA) is pleased to announce the availability of approximately $83.5 million in federal
funds allocated throughout California's 33 Area Agencies on Aging. San Joaquin County anticipates receiving
$1.6 million for which a total of $650,000 is available for San Joaquin 7 cities (Escalon, Lathrop, Lodi, Manteca,
Ripon, Stockton, and Tracy) to apply. Funding is to address the prevention, preparation or response to the
COVID-19 pandemic for older adults (60 years and over).

If one project requires several services, submit one project proposal showing how each service is interrelated to
support the project's objective and provide separate budget templates per service to determine the unit cost per
service as well as requested funding per service.
Target Population
Individuals sixty (60) years of age or older, with emphasis on those in greatest economic and social need with
particular attention to low-income minority older individuals, older individuals with Limited English Proficiency
(LEP), and older individuals residing in rural areas. [OAA § 305 (a)(2)(E); 22 CCR 71 19, 7125, 7127, 7130, 7135
and 7638.7
An adult family member, or another individual, who is an informal provider of in-home and community care to an
older individual (60 years and older) or to an individual with Alzheimer's disease or a related disorder with
neurological and organic brain dysfunction. [OAA § 302(3)] An older relative caregiver who —
1, is age 55 or older; and
2. lives with, is the informal provider of in-home and community care to, and is the primary caregiver for, a child
or an individual with a disability;
3. In the case of a caregiver for a child -
a. is the grandparent, step grandparent, or other relative (other than the parent) by blood, marriage, or
adoption, of the child;
b. is the primary caregiver of the child because the biological or adoptive parents are unable or unwilling to
serve as the primary caregivers of the child; and
c. has a legal relationship to the child, such as legal custody, adoption, or guardianship, or is raising the child
informally
Aging and Community Services uses outreach efforts to identify individuals eligible for assistance with a special
emphasis on the following groups. Older individuals:
I . Low income minority older individuals.
2. Older individuals with greatest economic need. The term "greatest economic need" means the need resulting
from an income level at or below the poverty line.
3. Older individuals with greatest social need. The term "greatest social need" means the need caused by non-
economic factors which include:
a. Physical and mental barriers;
b. Language barriers; and/or
c. Cultural, social, or geographical isolation, including isolation caused by racial or ethnic status that restricts
the ability of an individual to perform normal daily tasks, or threatens the capacity of the individual to live
independently.
4. Older Native Americans.
5. Isolated, abused, neglected and/or exploited older individuals.
6. Frail older individuals and their caregivers.
7. Older individuals residing in rural areas.
S. Older individuals with Alzheimer's disease or related disorders with neurological and organic brain
dysfunction, and their caretakers.
9. Older individuals with caretaker responsibilities for developmentally disabled children.

Brief summary of project
Provide a hot nutritious meal to an additional 32 homebound
seniors a day, in the greater Lodi Area.
A. PROM CT NARRATIVE
1, Proievt Nscriotion. Provide a concise description of the proposed project. As these funds are directly related to
the CARES Act, the applicant must provide how the proposed program/project will directly prevent, prepare for
and/or respond to the corona virus pandemic (work to be performed; project to be undertaken or services to be
provided).
The LOEL Meals on Wheels Program provides a hot nutritious meal 5 days a week to homebound seniors.
The proposed project would add an additional route to the existing Meals on Wheels Program and would
serve an additional 32 homebound seniors per day. The proposed project would ensure that one of the City's
most vulnerable populations, homebound seniors, are able to stay in their homes during the COVID-19
pandemic. The delivery of daily meals also performs as a check on participants health and safety during this
time.
2. Needs Statement. ldentify and document the deficiency to be addressed by the proposed project.
LOEL's Meals on Wheels waiting list pre-COVID-19 was approximately 30 to 40 seniors, and post COVID-
19, the waiting list has grown to over 70 seniors. Additionally, there are approximately 500 seniors receiving
daily meals through the State of California Great Plates program in Lodi. This program is ending on
September 9, 2020 and LOEL is expecting a large portion these participants to be added to their waitlist.
3. E)_ _bjective. State the objective and identify how the proposed project will resolve the deficiency(s) identified in
the needs statement.
The proposed project would provide an additional route to LOEL's Meals on Wheels Program, which would
be able to serve hot meals to 32 homebound seniors Monday through Friday. This will reduce LOEL's waitlist
For services that was increased due to the COVID-19 pandemic.
4. Internal Performance Measurement. Describe the monitoring system that will be utilized for the project and
provide outcomes and indicators in quantifiable terms that lead to the objective along with the supporting
documentation that will be used for tracking the units of service.
Project performance will be monitored throughout the Program Year by the City of Lodi. LOEL will submit
quarterly reports to the City indicating the number of meals served and the number of unique individuals
receiving services funded by the grant. The quarterly reports will include demographic information, such as
age and household income of participants.
The project outcome will be measured by the number of unique individuals and meals served compared to the
number proposed to be served throughout the Program Year. For example, when LOEL actually serves the
number of number of meals and unique individuals proposed, the project would be completely successful.
5. Activities lir. Methodol[my. Specify tasks/activities to be undertaken to accomplish the project and explain how
the activities will be implemented. Narrative should address only those activities necessary to implement the
proposed project in this application and should establish a clear correlation to prevent, prepare for and/or
respond to the corona virus pandemic for older adults.
'The LOEL Meals on Wheels Program has existing kitchen capacity and staff to prepare an additional 32
meals per day. LOEL has seniors on an existing waitlist that would able to be served by the proposed project.
CARES Act funding would reduce LOEL's waitlist that has been increased by the COVID-19 pandemic.
6. Schedule. Provide a realistic time frame for each identified activity with estimated completion dates.
LOEL would be able to start delivering meals to participants within one month of an executed agreement for
funding. LOEL would serve 32 seniors per day Monday through Friday continuously until the end of the grant
term.
B. BENEFICIARY INFORMATION
1. The project must address how the needs of California's diverse and underserved communities are being
addressed with the CARES funding. Please describe the population that your project will target and rationale
for that targeted group.
The LOEL Meals on Wheels Program delivers meals to homebound seniors who are 64 years of age or older.
Additionally, participants of LOEL's Meals on Wheels Program typically have a low- to moderate -household
income. It is vital to ensure that the needs of homebound seniors are met during this unprecedented time. The
proposed project not only provides daily nutrition, but socialization as well. LiiEL volunteers are often the
only people that participants see each day. Additionally, the delivery of daily meals also performs as a welfare
check on participants.
The proposed project would ensure that one of Lodi's most vulnerable populations, homebound seniors, are
safe at home during the COVID-19 pandemic and that they are able to quarantine safely.
2. Provide the number of unique people that will directly benefit from each service and overall by your program.
The proposed project will serve an additional 32 homebound seniors through an additional Meals on Wheels
route per day. Weekly — 160 seniors, monthly — 640, yearly — 7,680.
Seniors may choose to stop receiving delivered meals throughout the year, so the unique number of seniors
served may be more than 32.
3. Describe the method used to gather demographic and other statistics for reporting purposes.
LOEL interviews potential participants over the phone to determine eligibility. LOEL's Meal Coordinator
interviews and documents all needed information from each participant. (birthdate, race, income, marital
status, and all other qualifying questions).
LOEL is a City of Lodi Community Development Block Grant (CDBG) sub -recipient and is larniliar with
reporting requirements for federal funding.

RESOLUTION NO. 2020-201
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING SUBMISSION
OF CORONAVIRUS AID, RELIEF AND ECONOMIC SECURITY ACT GRANT
APPLICATION; AND FURTHER AUTHORIZING THE CITY MANAGER TO
ENTER INTO AGREEMENTS WITH THE SAN JOAQUIN COUNTY HUMAN
SERVICES AGENCY FOR A MEAL DELIVERY PROGRAM
WHEREAS, the State of California Department of Aging has made available
approximately $83.5 million in CARES Act funding to address prevention of, preparation for or
response to the COVID-19 pandemic among older adults (60 years and over); and
WHEREAS, the San Joaquin County Human Services Agency (Agency) anticipates
receiving approximately $1.6 million of these funds for which $650,000 is available for seven (7)
cities in San Joaquin County, including the City of Lodi; and
WHERAS, the Agency has issued a funding application in August 2020 under the
CARES Act program for older adults; and
WHEREAS, the City of Lodi ("Applicant") is an eligible Local government applying for the
program to administer one or more eligible activities; and
WHEREAS, the Agency may approve funding allocations for the CARES Act Program,
subject to the terms and conditions of the Guidelines, Program requirements, the Standard
Agreement and other contracts between the Agency and CARES Act grant recipients.
WHEREAS, if awarded, the City will enter into agreements with Agency for
implementation of this project in the amount of $24,949.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The City Council does hereby approve this application for submission to the Agency.
2. If the Applicant receives a grant of CARES Act funds from the Agency pursuant to the
above -referenced CARES Act application, it represents and certifies that it will use all
such funds in a manner consistent and in compliance with all applicable state and
federal statutes, rules, regulations and laws, including without limitation all rules and
laws regarding the CARES Act Program, as well as any and all contracts the Applicant
may have with the Agency.
3. The Applicant is hereby authorized and directed to receive a CARES Act grant, for
$24,949 in accordance with all applicable rules and laws.
4. The Applicant hereby agrees to use the CARES Act funds for eligible activities as
approved by the Agency and in accordance with all Program requirements, Guidelines,
other rules and laws, as well as in a manner consistent and in compliance with the
Standard Agreement and other contracts between the Applicant and the Agency.
5. The Applicant shall be subject to the terms and conditions as specified in the Standard
Agreement, the CARES Act Program Guidelines and any other applicable regulations
published by the Agency.
6. John Della Monica, Community Development Director, is authorized to execute the
CARES Act Program Application and Stephen Schwabauer, City Manager, is
authorized to execute the CARES Act Standard Agreement and any subsequent
amendments or modifications thereto, as well as other documents related to the
Program or the CARES Act grant awarded to the Applicant that are consistent with the
executed standard agreement.
