Grant - Covid-19 (ESG-CV) Application and Authorizing the City Manager to
Enter into Agreements with the San Joaquin Community Development
Department for a Navigation Center Project (Approximately $400,000)

RECOMMENDED ACTION: Adopt a resolution authorizing submission of the 2020
Emergency Solutions Grant - Covid-19 (ESG-CV) application
and authorizing the City Manager to enter into agreements with
the San Joaquin Community Development Department for a
Navigation Center Project (approximately $400,000).
BACKGROUND INFORMATION: San Joaquin County Community Development Department
released a Notice of Funding Availability (NOFA) on June 1,
2020 for the Coronavirus Aid, Relief and Economic Security
(CARES) Emergency Solutions Grant (ESG-CV).
This grant program provides funds to local governments to provide temporary emergency shelters to
prevent, prepare for, and respond to coronavirus. Staff became aware of the grant application in mid-
June and the application was submitted to San Joaquin County on July 10, 2020, the deadline for
application. Due to the brief application period and the urgent nature of the grant, the schedule of City
Council meetings did not allow for review and approval of the grant application prior to submittal.
Persons experiencing homelessness are particularly vulnerable to COVID-19 due to the inability to
shelter -in-place, a lack of access to hygiene, and a higher chance of having comorbidities, such as
mental illness. Moreover, those living and working in congregate settings are particularly at higher
risk. According to the 2019 Point -in -Time Count, 139 unsheltered homeless persons reside in the City
of Lodi. Additionally, the Lodi Committee on Homelessness, in collaboration with several local and
regional stakeholders, has determined that a housing first model which provides temporary low barrier
shelter with transformative supportive services is critical to assisting the city's unsheltered homeless
population to achieve better health and well-being.
Considering the above, City staff intends to pursue ESG-CV grant funding in the amount of
approximately $400,000 with a navigation center including transformative services and non -
congregate temporary housing (such as small cabins) for those experiencing homelessness and who
are higher risk of contracting COVID-19. The proposed project aims to avoid the spread or contraction
of COVID-19 from or to the homeless community. The project would provide best -practices support
systems, including but not limited to: case management; mental health services; transportation
assistance; storage; pet care, and more. Additionally, job training and housing referrals would be
provided which will help move occupants from this temporary housing into their own homes, where
they can shelter -in-place and be safe from COVID-19. On-site security around the clock would also be
provided. The project would also include the distribution of hygiene kits to those still living outside

center and unsheltered, which would allow unsheltered persons and families to maintain hygiene to
prevent the spread or contraction of COVID-19.
The City of Lodi has also applied for funding from the Local Early Action Planning (LEAP) grant
program for the planning phase of this navigation center and non -congregate temporary housing,
including 1) identifying appropriate sites, 2) conceptual designs, and 3) preliminary environment
studies, and 4) creating a business and operational plan. Lodi's LEAP grant application was submitted
to HCD on July 1, 2020.
In addition, the City of Lodi applied for the Permanent Local Housing Allocation (PLHA) Grant
Program for the maximum amount of $2,017,590, which includes the first allocation of $336,265 for
Fiscal Year 2019-2020, for predevelopment, infrastructure and site improvements for a permanent
facility. Lodi's PLHA grant application was submitted to HCD on July 30, 2020
Furthermore, the City of Lodi intends to apply for Homeless, Housing Assistance, and Prevention
Program (HHAP) funding in the amount of approximately $2,500,000 from for two projects. (1) One
project will focus on the construction and operations of the Tiny Homes Project in the amount of
approximately $777,000, and the second (2) grant will focus on the construction and operational costs
of a navigation center and non -congregate housing in the amount of approximately $1,700,000. The
HHAP grant applications will be submitted to the San Joaquin Continuum of Care (SJCOC), City of
Stockton, and San Joaquin County on September 10, 2020.
Staff is requesting that the City Council approve the submittal of the grant application.
FISCAL IMPACT: This item has not fiscal impact as there is no City match for this grant
program.

RESOLUTION NO. 2020-204
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING SUBMISSION
OF THE 2020 EMERGENCY SOLUTIONS GRANT - COVID-19 (ESG-CV)
APPLICATION AND AUTHORIZING THE CITY MANAGER TO ENTER INTO
AGREEMENTS WITH THE SAN JOAQUIN COMMUNITY DEVELOPMENT
DEPARTMENT FOR A NAVIGATION CENTER PROJECT
WHEREAS, the San Joaquin County Community Development Department
(Department) has made available approximately $750,000 in State of California Emergency
Solutions Grant (ESG-CV) funding; and
WHEREAS, the Department issued a Notice of Funding Availability ("NOFA") dated
June 1, 2020 for the ESG-CV program; and
WHEREAS, the City of Lodi ("Applicant") is an eligible applicant applying for the program
to administer one or more eligible activities; and
WHEREAS, the Department may approve funding allocations for the ESG-CV Program,
subject to the terms and conditions of the Guidelines, NOFA, Program requirements, Standard
Agreement and other contracts between the Department and ESG-CV grant recipients; and
WHEREAS, if awarded, the City will enter into agreements with the San Joaquin County
Community Development Department for implementation of its ESG-CV grant project for
approximately $400,000.
NOW, THEREFORE, BE IT RESOLVED THAT:
The City Council does hereby approve the submission of the ESG-CV application to the
Department.
2. If the Applicant receives a grant of ESG-CV funds from the Department pursuant to the
above -referenced ESG-CV NOFA, it represents and certifies that it will use all such funds in
a manner consistent and in compliance with all applicable state and federal statutes, rules,
regulations and laws, including without limitation all rules and laws regarding the ESG-CV
Program, as well as any and all contracts the Applicant may have with the Department.
3. The Applicant is hereby authorized and directed to receive an ESG-CV grant, for
approximately $400,000 in accordance with all applicable rules and laws.
4. The Applicant shall be subject to the terms and conditions as specified in the Standard
Agreement, the ESG-CV Program Guidelines and any other applicable regulations
published by the Department.
5. Stephen Schwabauer, City Manager, is authorized to execute the ESG-CV Program
Application, the ESG-CV Standard Agreement and subsequent amendments or
modifications thereto, as well as documents related to the Program or the ESG-CV grant
awarded that are consistent with the executed standard agreement.
