Mayor Pro Tempore Nakanishi spoke about the San Joaquin County Grand Jury 2019-2020
Report on Homelessness in San Joaquin County, released to the public on August 17,2020. He
noted that the report reflects that Lodi is doing what is required to combat homelessness with the
other cities in the county.
Council Member Chandler commended Officer Erika Urrea on her extraordinary act of heroism in
rescuing a man in a wheelchair who was trapped on the train tracks. Mr. Chandler also stated
that he hopes the incident stimulates a conversation about not de-funding the police as they do a
lot of good in the community.
Mayor Kuehne also commended Officer Erika Urrea and stated he hopes she is formally
recognized by the Police Department.

City Manager Schwabauer extended prayers to the City of Tracy, which is under threat of wildfire,
and to the firefighters who are battling the wildfires throughout the state.

Homeless shelter at Armory

Hello:
The City of Lodi does not need a Homeless Shelter to take over the armory and softball fields.
Vy'e need to reopen. We need schools. We need business. We need youth sports.
Continuing to provide welfare in money and shelter will only lead to crime. It will attract more homeless and bring
more drug, and crime.
Helping the homeless find their families and transporting them there is fine.
Look at NYC. They are bringing the homeless into hotels and families are leaving those neighborhoods for good!!
Why destroy Lodi for the homeless?
Makes no sense.

City Council Members:
I will see to it that if any of the members of the city council support putting the homeless in the armory, I will work
hard and donate my money to get you voted out of office. You people are ruining this town by coddling the
homeless.
Furthermore, you've proven that you don't care about the kids in Lodi with the ball fields adjacent to the armory and
the grade school a block away. Not to mention the Grape Pavilion.
You are enablers!

Good evening councilmembers,
I am writing to express concern over the increased prevalence of protestors man¡pulating and
obstructing traffic.
ln the last week we had a protestor at the corner of Lower Sacramento Street and Kettleman who
was deliberately manipulating traffic by pressing the pedestrian crosswalk signals so that he could
walk back and forth in the crosswalk with his message. He was observed in the crosswalk heckling
motorists, blocking traffic, and not obeying the pedestrian signal. Subsequently, this particular
individual was struck by a vehicle.
Last Saturday, an unannounced group of protestors took to Lodi Avenue and blocked traffic in both
directions. Many of the protestors in this group were armed with bats, and some punched vehicles
that were simply trying to drive through the area. lt is my understanding that due to the fact that
Saturday's protest group did not coordinate with LPD, the LPD staff on duty was not able to respond
to clear the roadway. Additionally, the organizers of the protest were unable to be identified and no
arrests or citations were issued.
I am a constitutionalist and I will always defend the rights of all American's to express their First
Amendment rights - even if I disagree with their message. However, these types of armed and
obstructive protests are not "peaceable", as defined in our constitution. These types of protests aim
to terrorize, intimidate, and obstruct law abiding residents of Lodi. I am also shocked and disgusted
to see Hector Madrigal, a candidate that is running for City Council District 5, participating in this
type of protest. Mr. Madrigal even went so far as to make baseless and unsubstantiated allegations
against LPD on social media.
Now, there appears to be a protest to "Defund the Lodi Police Department" planned for September
5th. I strongly encourage the City of Lodi to create a process for identifying the organizers of all
protests and demonstrations so that they can coordinate with the police department to ensure the
safety of the protestors and residents alike. Furthermore, armed protestors should not be allowed to
run roughshod through our town - no matter what their message is.
Additionally, I want to reiterate my support for the wonderful work of the Lodi Police Department. I
have had numerous positive interactions with LPD staff. The officers that I have interacted with have
always shown the utmost professionalism and a sincere desire to serve the community. I also want
to remind this body that the voters of lodi do NOT want the police department to be defunded.
Do not forget that Lodi voters passed Measure L58,7%to 4I.3%. We want MORE law enforcement,
not less. Please do not allow a boisterous few to undermine your promises to Lodi voters.

Honestly, many of us are scared. This is being advertised far. Stockton, Elk Grove, Placerville, Stanislaus and evening
contra costa counties. And this is only in the past two days. This may become a huge mob with bats. They carried them

Many are angry that lodi police didn't do anything last time and fear they're going to be more violent this time around
While I understand they were unaware, this time we need your protection.
We are counting on you to keep us safe. Please keep our homes and shops safe. Our cars, businesses and windows safe!
There is a resistance group mobilizing to meet at this protest and stop them. The city and police need to keep the
innocent safe and we need to have the protestors stay in a peaceful format.
We do not want to defund you
