BACKGROUND INFORMATION: Staff recently reviewed Engineering and Traffic Surveys (ETS) on the following seven streets: Century Boulevard, Eilers Lane, Ham Lane, Loma Drive, Rutledge Drive, Sacramento Street, and Stockton Street. Since the last survey was conducted, Stockton Street has been improved from Harney Lane to Lebaron Boulevard. California Vehicle Code Section 22352 states that the term "prima facie" is a speed limit that applies when no other specific speed limit is posted. By code, within a residential or business area the prima facie speed limit is set to 25 miles-per-hour (mph). Prior to completion of the new improvements on Stockton Street south of Harney Lane, the speed limit was set to prima facie, or 25 mph. Upon completion of the new improvements a new ETS was required to be conducted. The ETS includes three primary factors when establishing posted speed limits: prevailing speeds, accident rates, and unexpected conditions. Other characteristics, such as residential density, pedestrian and bicycle safety, and roadway design speed, are also considered. Based on the ETS results, Staff is recommending setting the speed limit to 35 mph on Stockton Street, from Harney Lane to Lebaron Boulevard (Exhibit A). No changes are recommended on the other streets referenced above. Police Department staff concurs with Staffs recommendations. As shown in the Stockton Street ETS (Exhibit B), the recommended posted speed limit is based on the prevailing speeds (85th percentile speeds) and accident rate similar to the Citywide average rate. All the updated ETS are on file in the Public Works Department. Staff recommends amending Traffic Resolution No. 97-148, by approving setting of 35 miles-per-hour speed limit on Stockton Street, from Harney Lane to Lebaron Boulevard. Speed limits should normally be established at the nearest five mile per hour (mph) increment to the 85th percentile speed. However, in matching existing conditions with the traffic safety needs of the community, engineering judgment may indicate the need for a further reduction of five mph. Accidents - Accident records for two recent years were considered in determining the speed zones. Accidents on segments of roadways are classified by their accident rate. Accident rates are determined by the number of accidents occurring within a segment of roadway and the traffic volume within that segment. Accident rates are shown in accidents per million vehicle miles (ACC/MVM). The average Citywide accident rate is 3.3 ACC/MVM. Unexpected Conditions – When roadside development results in traffic conflicts and unusual conditions which are not readily apparent to drivers, speed limits below the 85th percentile may be justified. The following factors were considered: residential density, pedestrian & bicycle safety, roadway design speed, safe stopping sight distance, superelevation, shoulder conditions, profile condition, intersection spacing and offsets, commercial driveway characteristics and pedestrian traffic in the roadway without sidewalks.  STUDY RESULTS Seven radar surveys were performed and the 85th percentile speeds ranged from 33 to 45 mph as shown below: Street Segment 85th Percentile Lebaron Boulevard to Harney Lane 42 mph Harney Lane to Kettleman Lane 45 mph Kettleman Lane to Tokay Street 41 mph Tokay Street to Lodi Avenue 33 mph Lodi Avenue to Pine Street 35 mph Pine Street to Lockeford Street 33 mph Lockeford Street to Turner Road 38 mph SPEED ZONE REPORT - Stockton Street Page 2 Stockton2020.doc Lebaron Boulevard to Harney Lane The 85th percentile speed in this segment is 42 mph. The 50th percentile speed is 37 mph. The accident rate of 0.0 on this segment is lower than the citywide average. Based solely on 85th percentile speeds, the speed limit could be set at 40 mph; however, due to the lower accident rate, residential density, and bicycle safety, we recommend setting the speed limit to 35 mph in this segment. Harney Lane to Kettleman Lane The 85th percentile speed in this segment is 45 mph. The 50th percentile speed is 40 mph. The accident rate of 1.8 on this segment is lower than the citywide average and higher the 0.8 rate from the 2013 survey. Based solely on 85th percentile speeds, the speed limit could be set at 45 mph; however, due to the lower accident rate and bicycle safety, we recommend retaining the 40 mph speed limit in this segment. Kettleman Lane to Tokay Street The 85th percentile speed in this segment is 41 mph. The 50th percentile speed is 37 mph. The accident rate of 1.8 on this segment is lower than the citywide average and higher than the 1.6 rate from the 2013 survey. Based solely on the 85th percentile speeds, the speed limit could be posted at 40 mph; however, based on the low accident rate at the current speed limit and residential density, we recommend retaining the 35 mph speed limit in this segment. Tokay Street to Lodi Avenue The 85th percentile speeds on this segment is 33 mph. The 50th percentile speed is 30 mph. The accident rate of 7.6 on this segment is higher than the citywide average and the 2.8 rate from the 2013 survey. Based solely on 85th percentile speeds the speed limit could be posted at 35 mph; however, based on residential density and high accident rate at the current speed limit, we recommend retaining the 30 mph speed limit in this segment. Lodi Avenue to Pine Street The 85th percentile speed on this segment is 35 mph. The 50th percentile speed is 31 mph. The accident rate of 6.3 on this segment is higher than the citywide average and the 3.0 rate from the 2013 survey. Based solely on 85th percentile speeds the speed limit could be posted at 35 mph; however, based on residential density and high accident rate at the current speed limit, we recommend retaining the 30 mph speed limit in this segment. Pine Street to Lockeford Street This portion of Stockton Street is comprised of two segments, with Elm Street to Lockeford Street being the longest. The 85th percentile speed on this segment is 33 mph. The 50th percentile speed is 30 mph. The highest accident rate of 17.0 on these segments is higher than the citywide average and lower than the 6.0 rate from the 2013 survey. The high accident rate is due to the accidents occurring at Locust Street. Based on the 85th percentile speeds, we recommend retaining the 30 mph speed limit in this segment. SPEED ZONE REPORT - Stockton Street Page 3 Stockton2020.doc Lockeford Street to Turner Road The 85th percentile speed on this segment is 38 mph. The 50th percentile speeds is 34 mph. The accident rate of 3.2 on this segment is lower than the citywide average and higher than the 1.6 rate from the 2013 survey. Along this segment on both sides of the roadway are several sporting complexes used for a variety of events that create a significant amount of pedestrian traffic. There is also a dense concentration of residences on the southern portion of this segment.
