BAC KGROUND I N FORMATION:
Adopt a resolution authorizing the City Manager to execute a
Professional Services Agreement with Power Centric Solutions, LLC
of Gallatin, TN for Lodi Electric Utility Engineering System Study
Services in an amount not-to-exceed $49,600.
Lodi Electric Utility (LEU) is currently in need of an outside
engineering firm to perform a third party, comprehensive study on its
distribution system.
Since completion of the last study in August 2010, significant new infrastructure, customer load, and
system configuration changes have occurred. The proposed study includes updating LEU's existing
distribution system circuit model; analyzing LEU's available load serving capabilities under emergency
operational conditions or due to failure of critical system components; system protection coordination
study of currently installed protective devices; evaluation and confirmation of optimal placement for future
capacitor banks in order to minimize system losses; and updating arc flash studies previously performed
to ensure LEU is meeting all relevant regulatory and safety standards.
ln accordance with Lodi MunicipalCode, Section 3.20.075, engineering service contracts shall be
awarded on the basís of qualifications and experience, quality of service, past performance, and
negotiated prices. Keith Mullen, now with Power Centric Solutions, completed the last study for LEU in
2010 and is familiar with LEU's distribution system and corresponding circuit model. Despite reaching
out to other engineering firms, only one other proposal was received - the cost of which was more than
double that proposed by Power Centric Solutions.

Funding for the proposed study is available in Fiscal Year 2020121 LEU

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY
MANAGER TO EXECUTE THE PROFESSIONAL SERVICES AGREEMENT
WITH POWER CENTRIC SOLUTIONS, LLC, OF GALLATIN, TENNESSEE,
FOR LODI ELECTRIC UTILITY ENGINEERING SYSTEM STUDY SERVICES

WHEREAS, in accordance with Lodi Municipal Code, Section 3.20.075, engineering

WHEREAS, sufficient funds are available in the FY 2020121 LEU Budget Account No
50061 500.72450 for the proposed study.
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to execute a Professional Services Agreement with Power Centric Solutions,
LLC of Gallatin, Tennessee, for Lodi Electric Utility Engineering System Study Services, in an
amount not to exceed $49,600; and
BE lT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 1116119, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above-referenced document(s) that do not alter the compensation or
term, and to make clerical corrections as necessary.
