Oak Street, with the Community Improvement Award to recognize his work in rehabilitating a blighted property. BACKGROUND INFORMATION: The five -unit apartment building at 301 E. Oak Street has been a code enforcement problem since 1996, when several units were found to be occupied without utilities and drug activity from the property was rampant. Further inspection found that the living conditions within the units were deplorable, with wall to wall debris in several units, exposed electrical and a flooded basement. The building was vacated through code enforcement action and the owner at the time allowed the property to go into foreclosure. From that point the property sat vacant and was constantly being broken into for well over a year. Then the property was purchased by Mr. Naughton and we worked closely with him to see that all deteriorated and substandard conditions were addressed. Mr. Naughton has put an incredible effort into turning what was once an eyesore into a very attractive property. To recognize that effort and to say thank you, the Eastside Improvement Committee felt that it was more than appropriate to award him the Community Improvement Award.
