SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
WEDNESDAY, JANUARY 6, 2021
The Special City Council meeting of January 6, 2021, was called to order by Mayor Pro Tempore
Chandler at 7:34 p.m.
Due to the COVID-19 pandemic and pursuant to Executive Order N-29-20, all Council Members
participated in the meeting via teleconference and the meeting was available for viewing by the
public via livestream at https://www.facebook.com/CityofLodi/ and
https://zoom.us/s/98343457003?pwd=Vm14anRKUm9PWURFb0JnbThSWDFOdz09; the
opportunity for public comment was available through councilcomments@lodi.gov and

Present: Council Member Hothi, Council Member Khan, Council Member Kuehne, Mayor Pro
Tempore Chandler, and Mayor Nakanishi
Absent: None
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Cusmir
City Manager Steve Schwabauer introduced this item. City Manager Schwabauer explained that
staff was provided the authority from Council to close on the purchase of the property located at
301 East Lodi Avenue to develop the Harmony Homes Project and staff is requesting the City
Council now ratify the purchase.
City Manager Schwabauer provided a brief background of the Harmony Homes Project and
explained the process for resident placement in the project's homes, in response to questions
asked by Council Member Khan.
Community Development Director John Della Monica explained several surveys were conducted
throughout the neighborhood providing information about the Harmony Home Project. There was
overwhelming support for the project. Both residential and commercial properties were included in
the survey efforts.
Council Member Hothi voiced his support for the project.
Mayor Nakanishi provided additional insight regarding the support for the project and spoke about
the grant funds being used to fund the project.
Council Member Kuehne spoke about some of the misinformation in the public about the project
and the efforts made by staff to survey and educate the public about the project. Council Member
Kuehne also spoke about the challenges the City has faced in the past coordinating efforts to
assist the homeless population and the work that has been accomplished by the Committee on
Homelessness.

Jackleen Holmes, Property Owner, of 301 East Lodi Avenue to Develop the Harmony
Homes Project in the Amount of $350,000 and Authorize the Appropriation of Funds in the
Amount of $150,000 for Purchase of the Property (CD)

Council Member Kuehne made a motion, second by Mayor Nakanishi, to adopt Resolution No.
2020-14 to ratify Purchase Agreement of Real Property from Leigh Holmes and Jackleen Holmes,
property owner, of 301 East Lodi Avenue to develop the Harmony Homes Project in the amount
of $350,000 and authorize the appropriation of funds in the amount of $150,000 for purchase of
the property.

The above motion carried by the following vote:
Ayes: Council Member Hothi, Council Member Khan, Council Member Kuehne, Mayor Pro
Tempore Chandler, and Mayor Nakanishi

The City Council held a ROLL CALL vote (all voiced their votes).
There being no further business to come before the City Council, the meeting was adjourned
at 7:52 p.m.
