RECOMMENDED ACTION: Adopt resolution approving various Public Works fees.
BACKGROUND INFORMATION: ln the past five years the State of California has implemented
various legislation and Senate Bills for storm water quality control
and water conservation efforts. These new regulations include Post
Construction Storm Water Standards (PCSWS) and Model Water Efficient Landscape Ordinance
(MWELO).
These new requirements have tremendously increased the amount of staff time in the project review and
approval process. The reviewing process of PCSWS and MWELO also requires the expertise from
private consultants to perform the in-depth review. The combined cost of the extra staff time and
consultant contract cost exceed our regular fee collected for project review.
Staff is proposing new and updated fees to recover the extra cost. Other cities in California have
implemented similar fees for unfunded State mandates of these services. The new fees are shown on
Exhibit A.
Staff is also recommending to implement new fees to recover staff time on Storm Water Pollution
Prevention Plans review, in the amount of $500, Master Utilities Plans Check in the amount of $2,000,
Will Serve Letter in the amount of $100, Development lnquires in the amount of $550, Certificate of
Compliance in the amount of $300, Certificate of Correction in the amount of $100, Traffic Handling/Lane
Closure Plan review in the amount of $250, Expedite Encroachment Permit Review fee (double the
permit fee), and Easement Dedication fee in the amount of $300. The new fees and the corresponding
fee amounts are consistent with Stockton and other surrounding cities.
Several existing fees in the schedule have also been updated to align with the actual time staff spent on
a typical service of that kind. The updated fees are in-line with what other local government agencies in
the area charge. lt is estimated that Public Works will recover $35,000 from the update fees in Fiscal
Year 2020121.
All the new fees listed in the Public Works Fee Schedule will be increased every July 1 by the amount of
the 12-month change in the Consumer Price lndex, Western Urban unadjusted.
Staff recommends approving various Public Works fees.
FISCAL IMPACT:The new fee adjustment will help balance the General Fund cost to cover
the underfunded General Engineering services provided
