RECOMMENDED ACTION: Adopt resolution requesting consent of San Joaquin County Board of
Supervisors to renew the Lodi Tourism Business lmprovement District, and
grant the City of Lodijurisdiction for all purposes in connection with creation,
operation, and future renewals of the renewed Lodi Tourism Business lmprovement District.
BACKGROUND INFORMATION: The City desires to begin proceedings to renew the Lodi Tourism
Business lmprovement District ('LTBID"), and certain tourism business owners have requested that the
City Council renew the LTBID which would othenruise expire on September 30, 2020. The LTBID
includes a portion of territory in County Service Area #31 known as "Flag City", which is proposed to
continue to be included in the renewed LTBID boundaries of San Joaquin County (the "County"), as
shown on the map attached hereto as Exhibit A and incorporated herein.
The area of the County which lies within the boundaries of the renewed LTBID will, in the opinion of the
City, be benefited by the improvements and activities, and the purpose sought to be accomplished by the
work can best be accomplished by a single comprehensive scheme of work.
ln accordance with PartT of the Property and Business lmprovement District Law of 1994, Chapter 2,
Establishment Section 36620.5, a City may not form a district within the unincorporated territory of a
county without the consent of the Board of Supervisors of that county.
The attached resolution requests the consent of San Joaquin County Board of Supervisors to renew the
Lodi Tourism Business lmprovement District, as well as grant the City of Lodijurisdiction for all purposes
in connection with creation, operation and future renewals of the renewed Lodi Tourism Business
lmprovement District.
The attached resolution is a companion resolution to Lodi City Council Resolution No.2020-137 adopted
on June 17,2020, which declared the City's intention to renew the LTBID.
FISCAL IMPACT: This Resolution does not have a direct fiscal impact, but marketing
efforts are expected to increase tourism revenues in an unknown
amount.
FUNDING AVAILABLE: Not Applicable.

The resolution relates to renewal of the Lodi Tourism Business lmprovement bistrict

renewals.
