bids for Stormwater Trash Collection Project - Phase 1 QA2q.
BACKGROUND INFORMATION: The City is permitted by the State Water Board to discharge
stormwater into the Mokelumne River under the statewide general
[niij"t small municipal storm sewer systems (referred to as
The State has mandated that all trash (items as small as a cigarette) be collected prior to discharging to
rivers or streams, and has specified a compliance deadline of December 2030. Currently, trash that
blows out of overfilled garbage cans (or littered) gets washed into our storm drain system. Approximately
one-third of the City's storm drainage system ends up discharging into the Mokelumne River. None of
these systems that discharge into the river currently are able to capture the trash prior to discharge.
Staff is generally prioritizing locations by high risk land uses (as required by the State), size of outfall, and
size of drainage area. This proposed first phase will cover the 60-acre drainage area of Outfall No. 2,
with construction being near the intersection of Turner Road and Beckman Road (Exhibit A). Staff
anticipates a total of 10 phases in order to comply with the State's requirement. The total cost of this
program is estimated at $6.5 million, over the next 10 years and is included in the Wastewater Enterprise
Financial Plan.
The project will install a trash capture device upstream of the Outfall No. 2 discharge point. The device
will be approximately 10 feet in diameter and 20 feet in depth, with only a manhole opening visible at the
surface. The specifications are on file in the Public Works Department. The planned bid opening date is
July 1 ,2020. The project estimate is $350,000.
FISCAL IMPACT: This project will slightly increase annual storm drainage maintenance costs
for the trash capture device.
FUNDING AVAILABLE: Funding will be identified at project award
